Noir is the first main DPS of the psychic element and will be for a very long time. She pairs well with characters that can buff her attack and ailment accuracy to dish out massive AoE psychic damage with her skills eventually buffing her ranged attack. She deserves her spot in the SS-tier as a solid option for endgame content that deals with Psychic element.

Haru Okumura Skill Explanation
Begin the Fight With Extrasensory Aim to Inflict Target Audience
Noir must always start the fight with Extrasensory Aim to apply Target Audience to herself which increases the damage dealt of her ranged attack and enables the extra effects of her other skills. This skill will also grant her 1 stack of Thoughtful Round.
Enable Her Highlight to Get a Free Thoughtful Round
If her highlight is up, make sure to use it immediately to get another stack of Thoughtful Round before you use your ranged attack.
Use Mindful Release For Another Thoughtful Round
After obtaining Target Audience, use Mindful Release to deal AoE psychic damage and grab one more stack of Thoughtful Round for her to use.
Always Use Ranged Attack When at Max Thoughtful Round Stacks
Only use her ranged attack once you have all three stacks of Thoughtful Rounds to get all the benefits of her passive and deal massive AoE psychic damage.
The most optimal usage of her ranged attack is every 3rd turn so make sure to use skill 1 for her first turn, skill 3 for the second turn and her highlight somewhere in between before unleashing her ranged attack.
Do note that using the same skill will not generate another stack of Thoughtful Round. Each stack is unique therefore you need to follow the proper skill rotation for her to deal the maximum damage she can reach.
If You Lack 1 Thoughtful Round, Use Precise Volley if Highlight Is Down
Her skill 2, Precise Volley, is not part of her skill rotation. However, you can use it if her highlight is down and you only need 1 more Thoughtful Round in exchange for delaying her ranged attack for 1 turn.

She always needs her skill 1, skill 3, highlight and her ranged attack. Max out her Thief Tactics first to increase the effectivity of both her highlight and ranged attacks. Next would be her skill 1, Extrasensory Aim and Mindful Release to further enhance the damage of her ranged attack and better if it is maxed out too.
You can leave her skill 2, Precise Volley, at level 8 because it is the only skill she rarely uses.

Noir's revelation set is Wisdom and Pleasure. Wisdom synergizes well with her since it also increases the damage of her skills based on ailment accuracy. Pleasure on the other hand increases the damage dealt of all psychic attacks and more based on how many enemies are in the battle which Noir excels at.
The main stats you need to aim for is attack multplier as she scales better with it especially to her ranged attacks while sub stats are ailment accuracy for a significant attack boost and critical damage from her hidden ability and more attack multplier and crit rate or crit multplier for increased damage.

Noir's role in this team as a main damage dealer is to rotate through her skills perfectly so that she can use her ranged attack at its maximum potential precisely at turns 3, 6 and 9 with the help of S. Moko and Oracle especially Chord which makes this team possible.
- Noir: She is the main DPS of the team capable of dishing out psychic damage every turn and a massive AoE psychic damage once her Thoughtful Rounds are at max stack.
- S. Moko: She provides constant healing and essential buffs such as attack and ailment accuracy to Noir. She can also deal a bit of AoE psychic damage and debuffs enemy defense.
- Chord: She provides more attack buffs to Noir and helps her activate highlight often so that she can unleash her deadly ranged much faster.
- Oracle: She provides more defense debuff to the enemy and helps Noir with her psychic weakness debuff.
Wonder will start with Shiva with the Ex Machina dagger for more psychic damage to the team or Starry Compass dagger to help decrease defense of the enemy. He rotates to Dionysus for crit rate and crit damage buffs on his first turn then Dominion for attack and damage buffs and lastly Shiva on the third turn to buff and debuff enemies using his Dance of Destruction skill before Noir's turn.

Unlike the premium team, Noir's playstyle in this team is still the same with the only significant change is her skill rotation where after the first ranged attack, her second will be delayed for 1 turn. Otherwise, this is still a great team for her if you are missing one or two characters from the premium team.
- Noir: She is the main DPS of the team capable of dishing out psychic damage every turn and a massive AoE psychic damage once her Thoughtful Rounds are at max stack.
- Moko: She buffs Haru with attack and ailment accuracy while helping her deal more psychic damage.
- Rin: She helps Noir pierce through more enemy defense with her debuffs and currently the only character who can apply AoE defense debuff to the enemies.
- Wind: She can apply more defense debuff to the enemy and provide more damage boost to Noir.
Wonder will start with Leanan Sidhe with the Ex Machina dagger for more psychic damage to the team. He rotates to Surt first and use his Marakunda to lower the enemy defense then to Dionysus for crit rate and crit damage buffs. On his third turn, switch back to Leanan Sidhe to further lower the enemy defense.
