The Control Center Site is the final part of the Trials from the Sea of Souls, composing of two specific boss fights. Check out the current opponents available with affinities and best team comps, and the most recent bosses from the previous season here!

Control Center Boss Fights
The Control Center boss fights work differently compared to the other fights in the Trials from the Sea of Souls. For one, it is not expected for players to actually defeat the boss itself unless you have maximized accounts with the most optimal stats.
Another thing is that there is a stricter turn limit for the boss fight. Once the main boss does a certain number of attacks, the fight will automatically end. Players must deal as much damage as they can before that turn limit is reached to score as high as they possibly can.

1. At the start of battle, Seiryu gains 2 Azure Scales stacks, and gains 1 more stack every turn. Each stack decreases damage taken by 15%. 2. When Seiryu takes weakness damage, it loses 1 Azure Scales stack. 3. When Seiryu loses all Azure Scales stacks, all Phantom Thieves gain Seiryu's Might, increasing their damage. |

Get Rid of Azure Scales
While Seiryu has Azure Scales, the Shadow receives less damage. Get rid of it immediately by repeatedly dealing Nuclear damage.
Make sure to remove all Azure Scale stacks before Seiryu's turn, since the Shadow recovers 1 stack after taking action.
Take Advantage of Seiryu's Might
If you manage to remove all of the Azure Scales, the whole party receives Seiryu's Might and has their damage increased. Take advantage of this buff to deal more damage in the fight.

Protect Character with Death Stare
Use Shields to protect the character with Death Stare. If you fail to shield the character, the Four Heavenly Kings can easily knock the character out with their flurry of attacks.
Best Team Comps for Control Center Boss Fights
An interesting caveat for team building in the Control Center is that characters and Personas will be locked from use if you use thim from the other boss fight.
This means the characters and Personas set to fight the Part 1 boss cannot be used to fight the Part 2 boss. Make sure to keep that in mind when building the team!

Queen, a Nuclear Assassin, is the best fit for the fight against Seiryu since the enemy is weak against Nuclear attacks and does not summon other Shadows.
To ensure that Queen shows her best performance, partner her with Vino. She can decrease the defense of Seiryu and inflict elemental ailments, which increases the attack of Queen. Both Queen and Vino can get rid of Seiryu's Azure Scales with their attacks. Wonder can also act as another buffer by bringing Personas like Bishamonten.
Marian can also help your whole team survive with her healing, while buffing the damage of Queen.

Since all 4 enemies are weak against Ice, bring Fox, an Ice Sweeper, as your main damage dealer. Buff Fox's attacks using the skills of Leon. Wonder can act as another buffer or a secondary DPS.
Take advantage of the special effects of the fight by bringing Soy. Make Soy the target of the Death Stare and use the shields of Puppet to ensure that he will survive the flurry of attacks.
General Tips for Control Center Fights
Make Heavy Use of Baton Passes
You want to deal as much damage as possible in order to beat the turn limit. So on top of sweeping attacks and exploiting weaknesses, so try to make use of Baton Passes.
Unlike the other boss fights in the Trials from the Sea of Souls, the main bosses in the Control Center cannot be knocked down even after getting hit by weaknesses.
Mitigate Damage Through Heals, Buffs and Debuffs
The bosses in the Control Center are set to Level 60. At this point, they will hit hard even if you match or even overlevel for the fight. To survive the boss fight while getting points for ranking, have a Medic to keep everyone healthy.
Have someone also decrease the bosses' stats, or consider raising the team's own stats with buffs. A Strategist or a Saboteur in both parties can go a long way.
Have Everyone's Level and Skills at Current Maximum
Trials from the Sea of Souls is as much of a damage check as it is a turn limit challenge. Even just leveling the skills of the Personas owned by Wonder's allies will make a difference in total damage to defeat all the enemies in each trial.
