Ongyo-ki and his allies are set at Level 36. However, it is highly recommended to tackle this boss with team that is at least Level 41.
At this point, the Revelation Cards should be unlocked upon reaching Level 35. It might be a good idea to have some equipped to your team before tackling this boss fight.

Ongyo-Ki will change affinities with each one of his allies defeated. Keep that in mind thoughtout the boss fight.
| Ongyo-ki | 1. Ongyo-Ki starts with 3 Damage Reduction stacks, which increaes the damage dealt to Phantom Thieves with elemental ailements. 2. When Fuu-Ki, Sui-Ki or Kin-Ki are defeated, Ongyo-Ki loses 1 Damage Reduction stack. It then gains the Domain effect from the defeated Shadow, and its affinities change. |

| Kin-ki | Golden Domain: Grants "Indestructible Vajra" to a random ally when dealing damage. "Indestructible Vajra": Nullifies the next damage taken. |
| Fuu-Ki | Wind Domain: There is an 80% chance ot inflcting "Ultrawindswept" for 2 turns when dealing damage. "Ultra Windswept": Defense is reduced by 24% for 2 turns. |
| Sui-Ki | Ice Domain: There is an 80% chance ot inflcting "Ultrafrozen" for 2 turns when dealing damage. "Ultrafreeze": Attack is reduced by 24% for 2 turns. |
Each of the individual monsters have their own unique buff active and be reactivated during the boss fight. Keep these in mind going into the battle.

Out of everyone in this boss fight, Kin-Ki is the most dangerous on thanks to its random granting of Indestructible Vajra to one fellow enemy. It nullifies all damage one time upon being granted, and that means attacks they are weak to will be nullified all the same.
Players will have to deal with removing this buff first before anything else. All they have to do it attack over it to remove the stack of Indestructible Vajra.

With each fallen ally, Ongyo-Ki gets to inherit the affinities of his allies, as well as the Domain passives granted. It also retains its Damage Reduction as the fight goes on, so try to end the battle quickly once he is the last one standing.
Because of the Domains, Ultrawindswept will make your allies receive more damage, and Ultrafrozen will lower their Attack by a significant amount.

It is highly recommended to have a full Sweeper team to deal damage to everyone on a constant basis. This enables more Baton Passes and All-Out Attacks to increase the team's damage output.
Closer is a good option here as one of the enemies here is weak to Electric, even though one of them is also resistant to it. Panther is a powerful option for being a free 5-start to choose, and none of the enemies are resistant to Fire. Cattle will provide heals, and Okyann will boost the team's Attack and elemental affinity.

If you did not go for Ann as a second sweeper, a second damage dealer overall will be great against this boss. Our most suggested would be Mont, as despite the Ice Resistance on some of the enemies, she can hit hard thanks to her Blade Dancer follow-up attack.

With only one of the four enemies having a resistance to Electric attacks, Closer and Awilda are a great option to use for this boss fight in Mementos.
If you can get her to Awareness 1 and increase the hit count of Wrathful Thunder, all the better to increase the odds of applying Shock. Afterwards, she can hit for a Technical on her next turn using Electroshark.
Motoha Arai (Closer) Character Guide

Cattle and Robroy are a great option here, as being a Fire character they can hit all of the enemies here for neutral damage.
It also helps that he's got Healing Satellite to keep everyone healthy, as well as his Starfire passive to grant an Attack buff to the ally Cattle most recently healed.
Lufel (Cattle) Character Guide

Okyann and Cleodora will further boost the DPS of the team thanks to her buffs. The most notable of her skills is Retro Dance Party, which will boost the damage they receive while under an Elemental ailment.
In this case, inflicting Shocked thanks to Closer's attacks will cause the entire team to deal damage to those Shocked enemies..

Before you head into the fight, remember to adjust your team comp properly. The game will even bring you to the Team screen just before the boss fight properly begins.
Make sure to bring the right people for the job. Otherwise, the fight will be a lot harder before you realize you brought the wrong team.

Of course, a team is no good if the members are underleveled and under-equipped. Make sure to have your Phantom Thieves at least around the Minimum or Recommended Level for the boss fight.
Leveling Guide: How to Level Up Fast

Before you go into the fight, you could consume some of the home cooking Wonder makes in the kitchen. The food he makes will grant the team some buffs that will last for a certain number of battles. These include boss fights like in the Palace or in Mementos!
