Puppet is all on shielding her allies, and she universally increases the team’s defense in a battle the more Shields she puts up thanks to her Seashell stacking passive. She is great for longer fights like bosses and challenges, and gets even more efficient with each Awareness active.

Provide Shields
Alll of Puppet's skills provide shields and additional effects. Choose the skill that can turn the tide in the situation!
Grant Down Points
Puppet's most unique skill is Poseidon's Blessing. The skill grants 2 Down Points to one ally.
Down Shields are useful since it prevents your character from getting knocked down and stops your enemies from taking an extra action.
Collect Seashell Stacks

Players can also use Puppet to buff the party's damage. If a character has 4 Seashell Stacks, use Tide of Dreams to increase their Attack.
Guardian of the Sea also provides an additional Attack Buff to characters with 4 Seashell Stacks.

You will want to level up all of Puppet's skills since they are all useful. If you want to prioritize a single skill, focus on Tide of Dreams since it can also provide a damage buff.
Afterwards, upgrade Little Mermaid's Dream since you will be using it to provide shields for your whole party. Players will mostly use Poseidon's Blessing to prevent a character from getting knocked down.

Puppet is a unique Navigator. While she cannot boost the firepower of your team, she takes over the tank role and gives you more options in building your squad.
Players have the option to field 2 damage dealers, like Fleuret and Sepia, with Puppet shielding them. With multiple damage-dealers, you will need Riddle since she can provide party-wide buffs.

Skull is a character that works best when he is at low health. In order to keep him alive, it is better to rely on shields rather than heals.
Puppet, Leon, and Soy can provide the protection needed by Skull. Leon can also buff the attack of Skull, while Soy can absorb the attacks.

With Puppet protecting your party, players can choose to field at 2 buffers. Leon and Moko can focus their buffs on a single damage dealer, like Fleuret, to annihilate your enemies.
Make good use of Wonder's capability to bring multiple Personas so that he can act as a buffer, damage dealer, or a healer in case of emergency.

If the player does not have a Phoebe on hand to make use of Integrity's passive to the fullest, Puppet can make use of it instead. Labor will outright boost the stats of her on-field allies while being equipped to an Elucidator characterm such as herself.
Navigators Increase Party Stats
Due to Enhance Stats, Navigators increase the stats of the whole party based on their own stats. Even if they don't deal damage, players can still use Crit Rate or Crit Multiplier Cards on them since it will also affect the whole party!
