As of launch, Fleuret is currently the only Wind DPS among the characters. He gets stronger the longer the fight goes thanks to his Right to Strike passive stack. The Windswept debuff lowering defense combined with one of his skills raising Crit Chance, and he can hit harder than most of the characters can as an Assassin.
Seiji Shiratori shows up in the Metaverse as Fleuret in the Metaverse. They do not have powers to wield a Persona, but they still assist Wonder and his team as they descend down Mementos.

Fleuret's skills deal multiple hits. When you earn at least 3 Right to Strike stacks, his Highlight and Saber Surge gain an extra hit.
Fleuret also receives an attack buff and speed buff when he has Right to Strike stacks. The crit rate of Saber Surge also goes up when Fleuret has at least 3 Right to Strike stacks.
Compared to Fleuret's other skills, Graceful Gale has a higher chance of producing Right to Strike, especially when used against multiple enemies.
Once you reach Lv. , Fleuret unlocks Coup Droit. He can now get a Right to Strike stack at the end of his turn.
Windswept is a useful elemental ailment since it reduces the defence of enemies. Fleuret can use Blustering Epee to inflict Windswept on his foes.
Saber Surge also earns an extra hit when used against Windswept enemies.

Focus on leveling up Saber Surge and Graceful Gale since you will be mostly using these skills in battle.
You can hold off on leveling up Blustering Epee since you can use other characters to inflict Windswept on enemies.

Pair Fleuret with Mona for the party to gain a 10% Wind Skill Damage bonus. Aside from providing healing, Mona can use Missile Whirlwind to inflict Windswept and guarantee that Fleuret's Saber Surge always has an extra hit.
Since Mona will take care of the healing, the remaining spots in your team can be filled with strong buffers, like Leon and Okyann. Depending on your playstyle, use Wonder as another buffer or damage-dealer.
