Ryuji has potential, thanks to his Rebound mechanic that lets him deal damage if he gets hit with an attack. He even gets stronger the lower his HP gets thanks to his passive. Unfortunately, he does not have any way to redirect attacks to himself, meaning he has to lower his own HP using his Physical skills instead.

Trade Away HP for More Damage
Skull's kit revolves around bringing his HP down in exchange for huge damage output. Wounded Glory and Adrenaline increases his attack depending on his missing HP.
Skull also gains Rebound when his HP drops below 75%. Rebound increases his critical rate by 30% and also increases the damage of his next skill.
Destroy Enemies with God Hand Burst
God Hand Burst is Skull's strongest skill and is a guaranteed critical hit if Ryuji has Rebound. Utilize his kit properly and God Hand Burst can deal up to 10,000 damage even at the early stages of the game.
However, God Hand Burst has a one-turn waiting time. If you do not protect Ryuji while he charges his God Hand Burst, everything will be for naught.
Use Highlight Before God Hand Burst Activates
The best time to use Skull's Highlight is after you activate God Hand Burst and before it deals damage. If properly timed, God Hand Burst will receive a 38.4% damage buff.
HP must not fall below 20%
Another weakness of God Hand Burst is that Skull cannot use it if his HP falls below 20%. Players should be mindful of Skull's HP and ensure that it doesn't drop below 20%.

Since it is his strongest skill, players will want to level up God Hand Burst first for more damage. To further increase the damage of God Hand Burst, level up Thief Tactics to increase the damage buff from his Highlight.
You can level up Thunderbolt last since you will only be using the skill against enemies with Resistance to Physical attacks or weak to Electric attacks.

Leon is a good partner for Skull. Justice Barrier drains enough of Skull's HP to ensure that he will gain Rebound, while also granting him attack buffs and a Shield.
You will also want to pair Skull with Riddle since Pirate Tactics has multiple hits and can help her gain Childish Heart stacks. In return, Riddle can provide stronger attack buffs for Skull.
To further increase the damage of Skull, Wonder can bring a Persona that can boost attack, like Jikokuten, or decrease defense, like Leanan Sidhe.

Skull can also benefit from the effects of Control, especially for survivability. With more HP, Skull can gain the full effects of his Wounded Glory while still having a considerable amount of HP.
Departure also helps Skull deal more damage since it inflicts a Defense debuff.
