Closer is great to use in the first palace since most of the enemies there are weak to Electric, but her kit is far too dependent for Wrathful Thunder to hit and inflict Shock. This makes her Awareness 1 almost mandatory to get to increase chances of inflicting Shock. She also has the burden of being the only Electric Persona-user on launch, so we will need to wait for a more reliable DPS for Electric.

Motoha Arai is a part of Wonder's team of Phantom Thieves, which operate on a separate basis from the original Phantom Thieves of Heart in Persona 5.

Use Wrathful Thunder and Highlight to Inflict Shock
Closer deals increased damage against opponents with the Shock ailment. Use her Highlight and Wrathful Thunder to inflict Shock to an enemy and deal extra damage.
Use Electroshark Against Shocked Foes
When an enemy is Shocked, Electroshark can deal extra damage. If you focus your party on inflicting Shock, Electroshark can continuously deal huge damage.
Use Blitz Mine to Buff Electric Damage
Closer can also act as a buffer for other Electric characters. Blitz Mine buffs the Electric Damage of the whole party while also dealing damage.

Prioritize leveling up Blitz Mine since it not only improves Closer's damage but also every other Electric character in the party. Afterwards, level up Electroshark since it is the strongest skill of Closer in terms of damage.

Due to Wrathful Thunder having multiple hits, Closer is capable of bringing out the best with Riddle, who will provide strong attack buffs. Marian will be the resident healer for the team, and Wind will provide debuffs that allows the team to deal more damage on the opponents.
For Wonder, you will want to equip him with an Electric Persona that can inflict Shock to ensure that Closer will always have her attack buff. Special mention goes to Yurlungur who has an Elec Break as a skill that can be naturally learned upon being leveled up.

You can also include Closer in a line-up with Skull as the Main DPS. Closer can increase the damage of Skull's Thunderbolt while Leon can bring down his health to activate Rebound and provide additional buffs.
You will want Wonder to have a Persona that can both increase the damage dealt by Skull and provide healing or shield when needed.

If you don't have Riddle, partner Closer with Moko and Leon since both of them can provide Attack buffs. Leon can also provide shields to help Closer shrug off attacks.

Chord being added as of Version 2.0 means that players can now field a full team of Electric Persona-users. The new character enables the team to use their Highlights more frequently, which means Closer can fire hers a lot more, and buff the rest of the team's Electric Damage.
Bui then becomes the single-target DPS of the team with her burst and follow-up damage, which makes Closer her best choice to be buffed as Player 2.

Closer can also benefit from having Power and Growth Cards Set. However, the set is better used for long battles, like Boss Fights.
