Joker is one of the more reliable DPS characters as a Curse Sweeper, thanks to his ability to get an Extra Action at a set number of passive stacks. His Hidden Abilities also buff his damage during that Extra Action, making him hit even harder than he has any right to. However, the recent characters have started outshining him.

Joker's playstyle revolves around his passive, Rebellion Resurgence. The goal is to get to 3 stacks of Will of Rebellion, in which it triggers Extra Action; once triggered, Joker can move again regardless of the turn order shown on the top-left corner of the screen.
Use Arsene's Chains on Extra Action
Once you trigger Extra Turn after getting 3 stacks of Will of Rebellion, make sure you attack using Arsene's Chains. It already enjoys a 25% damage boost if it is used against an enemy with a debuff, then it increases by a further 25% when used during an Extra Action.
On top of that, damage will increase by 6% for every Will of Rebellion stack from his first Hidden Ability, Resistance. it gets a further 24% damage buff once his second Hidden Ability, Adverse Resolve is learned.
Phantom Omen is Best with 1 Enemy Left
Once there is only one enemy left, it might better to use Phantom Omen to that target. This allows him to stack Will of Rebellion faster, thereby making him use Extra Action more frequently.
Use Joker for Highlights
Make sure to use Joker whenever you can when the Highlight meter is full. Each time he uses Highlight, he gets a stack of Will of Rebellion.

Prioritize leveling up Arsene's Chains first. While all of Joker's skill are important, Arsene's Chains delivers the biggest damage when used during his Extra Action and against Cursed foes.
Take the time to also level up Thieves' Tactics since you need to use Joker's Highlight to quickly gather Will of Rebellion stacks.

This is the best team Joker can be in as of writing. Rin debuffs the enemies with lower defense and the Forget ailment to lock the enemies out of their skills, while Chord will make great use of Joker's Extra Action with her own highlight to let her fill up the Highlight gauge faster..
As Wonder, go for a Persona that can deal Curse damage, or have skills that debilitate the opponent. Puppet's shields should keep the team alive, but just for safety's sake it might be a good idea to have a Medic Persona in reserve.

If you happen to be a little unlucky in getting your roster filled out, the characters you get for free should actually do a good job to get Joker up. Cattle will heal the team as the resident Medic, while buffing Joker through his Starlight passive.
Moko can provide buffs and debuffs, as well as be the sub-DPS to refresh her Greenlight stacks. Okyann can buff the team further to raise overall damage. That leaves Wonder having a flexible role, situationally between providing additional buffs, debuffs and shields for Joker. Though, you might have to invest in some Personas for this team.

Joker can easily wipe a team that does not resist, repel or drain Curse attacks thanks to his overall damage and Extra Action mechanic. Marian can heal and keep the team's HP high thanks to regen passives, and Chord and Wind can provide damage boosts for Joker to take advantage of.
As Wonder, pick a Persona that can further debuff the enemy, buff the team, or tank hits in Joker's stead. A special mention goes to Hecatoncheires for being one of the only active Personas to learn Dekaja, which removes a buff from an enemy.

The Hindrance and Departure Cards are the best set for Joker when he is against multiple enemies.
Both empower Joker to deal further damage. Interference increases the Curse Damage of Joker while Departure provides an Attack buff whenever you defeat an enemy.

Use this set only if you have Rin in your party. You will gain a Damage Bonus but only if you have a teammate with the same element.
While adding Sepia to your team will also activate the damage bonus, Rin is one of the best debuffers in the game and she can further increase the damage of Joker.
