Head to Zoshigaya During The Evening
Go to Zoshigaya when its Evening and Clear to proceed with this side mission. A time skip will also be available when you're in the area and it's not the right time of day, so you can also use it to trigger the mission.
Talk to Kayo Tomiyama
You'll see Kayo Tomiyama on the side of the road in Zoshigaya. Talk to her about her worries and she'll offer you new clothes in return.
Try On The New Clothes
Once Kayo Tomiyama gives you the new clothes, you'll change into them to finish the dialogue and complete the mission.

Rank Up Synergy With Kayo Tomiyama
Upon completing the mission, you'll rank up your Synergy with Kayo Tomiyama and unlock the Casual Outfit.
