Shiva and Parvati Recommended Levels

For Shiva and Parvati, the level of the boss monster will be determined based on the Distortion Level set before the fight begins.
The lowest Distortion Level is Lv. 1, which sets the boss to Level 26. The highest the event can go is Distortion Lv. 30, which puts Shiva and Parvati over the level cap at Level 84.

The only buffs that the bosses doesn't posses is Null Down which prevents them from getting downed if their weakness is exploited. This means that you can initiate All-Out Attacks albeit you have to breakthrough the 6 down points they start with.
Shiva and Parvati is a Limited-Time Boss Fight
Shiva and Parvati are part of the Crossroads of Fate event, where they can be fought as a special limited-time boss. These boss fights are split into 30 different levels; the higher the number, the more difficult the boss fight. Their placement in what time the story takes place in the overall Crossroads of Fate crossover is unknown.
Try to beat the boss on higher difficulties to earn as many rewards as you can!

Only Clear Level 25 For the Highest Stamina Mode Reward
There are 30 levels of difficulty to go up against Shiva and Parvati, but it is highly suggested to go up to Level 25 to unlock its corresponding stamina mode. While the boss might be quite difficult at level 30, you get an exclusive Badge for your in-game profile upon clearing it.
Clearing Distortion Lv. 25 will also unlock Stamina Mode, where players can start to farm event-exclusive currency!

Bring a Persona with Almighty Skills

MegidolaMake sure to bring a persona with an almighty skill for Wonder. You have the option to either use Lilith with her innate AoE almighty skill or use Horus or Black Rider to inherit Megidola or Megidoloan. to another persona.
Use Almighty Skills to Clear Qi Barrier
One of the tedious mechanic in this fight is that Parvati will always cast Qi Barrier every 2nd turn. This will make the enemies have Null resistances rendering your attacks useless. Damaging ailments such as Curse or Burn will not work however, Almighty skills can pierce through it and remove Qi Barrier for the entire turn.
Nuclear Is The Most Effective Element to Use
Parvati and Shiva can reflect most elements however, Shiva is weak to Nuclear while Parvati is neutral to it. Take advantage of this and use Nuclear characters to deal the most damage to the bosses.
Defeat Parvati First
Defeating Parvati first will make the fight easier as it removes Shiva's access to Qi Barrier and healing. Even in the second phase, continue to defeat Parvati before Shiva.
Fight Kali If You Defeat Shiva Before Parvati
However, if you kill Shiva first during the second phase, she will transform into a new enemy called, Kali. She loses access to Qi Barrier but in exchange for more damaging skills. Make sure to win the fight as soon as possible before she kills your team.
General Tips vs. Shiva and Parvati
Match the Level According to Distortion Level
Make sure that your team is not underleveled and under-equipped. Have your Phantom Thieves at least around the Minimum or Recommended Level for the boss fight.
Just make sure to check on the Distortion Levels before the boss fight. Players can check the level and active buffs Shiva and Parvati will have!
Leveling Guide: How to Level Up Fast
Equip and Level Revelation Cards
At this point in the game, players need to have a couple of Revelation Cards equipped to each of the Phantom Thieves. The added stats from the main stat, the substats after being leveled, and the passives that go active will be of great help for damage checks and tanking damage.
Activate Food Buffs
Before you go into the fight, you could consume some of the home cooking Wonder makes in the kitchen. The food he makes will grant the team some buffs that will last for a certain number of battles. These include boss fights like in the Palace or in Mementos!
