Wind does not join Wonder’s Team officially until Chapter 3 in the story, but when she becomes available, players should use her immediately as a free character. Her support skills can be used in just about any team comp, as she specializes in buffing the team’s damage and lowering the opponents’ defense.

Debuff with Defense-lowering skills
Two of Wind's skills will allow the team to hit harder when their respective debuffs are properly applied. Scattered Plum Blossoms lowers their defense, and it gets lower based on her Speed.
Meanwhile, Dreams in the Mist will make the opponents get an increased amount of damage. Its cooldown gets lowered each time the enemies gets knocked down or hit with Weaknesses.
Heal with Verngale Petals
Wind's Awareness 0 will grant Insight to an enemy, in which it becomes 2 stacks of Intel for her when the target takes damage.
This is necessary when using Verngale Petals, which spends the Intel stacks will heal and buff the team when used.
Raise Wind's stats as much as possible
You want to make sure that Wind is maximizing her stats as she provides a fraction of it to her allies. Maximize this for your Assassins and Sweepers using Harmony + Power cards to boost their ATK, Crit Chance and Crit Damage as much as possible.
Get as much Speed in via substats
In addition the maximum damage output added with more pluses to Attack and Crit stats., consider adding Speed for your substats, if not have one of them as a Main Stat.
This is to make some of Wind's skills stronger based on her total Speed stat.

Out of the three skills, prioritize leveling Verngale Petals for the damage increase and extra sustain. Next is Scattered Plum Blossoms to lower the defense of opponents and short cooldown timer, with it also being the first skill you use in her rotation..
You can upgrade Dreams in the Mist last out of the three, as its value is considered less than the previously mentioned skills even though it automatically activates when the cooldown is finished.

Joker and Rin still make up the crux of a powerful Curse team, stacking debuffs with Joker's Extra Turn for maximum damage. On top of that, the Curse stacks will shave away a small percent of the opponent's HP for each stack.
Wind's skills to debuff and increase their damage will be greatly appreciated, especially once Joker really gets going using his Extra Turns.

With the addition of Chord, players can finally field a Mono-Electric Team. Wonder can go equip a more supportive Persona like Isis and Atropos, but can also let him be a damage dealer as well when equipped with Oberon and Thor.
Chord and Wind can further increase the damage output for Closer and Bui. This is taken to an extreme due to the former's ability to make the team use their Highlights more frequently.

Queen already does absurd damage once she activates Crash Out, with Vino helping to stack Ailments to increase the former's damage output.
Wind can skyrocket Queen's damage even more once she uses all of her skills, and the debuffs are in effect. This is especially powerful when Crash Out is triggered to enable Thermonuclear Fury.

Should You Pull For Riko Tanemura
Great All-Around Elucidator
Wind can be slotted to just about any team composition you can make, increasing the overall damage output of the team by lowering the opponent's defense or making them take more damage. She debuffs like a Saboteur, buffs like a Strategist, and even has a heal like a Medic.
Riko Tanemura Release Date
Released on Version 2.0
Riko Tanemura, codenamed Wind, was first initially teased during the Global release launch of Persona 5: The Phantom X.
However, she has not been made playable until Version 2.0, where she is obtainable for free after a certain point of Chapter 3 Phase 1.
