Head to Yongen-Jaya During The Evening
Go to the supermarket in Yongen-Jaya when its Evening and Clear to proceed with this side mission. A time skip will also be available when you're in the area when it's not the right time of day, so you can also use it to trigger the mission.
Talk to Yaoling Li
Once you make it to the supermarket, a cutscene triggers and the Troubled Girl appears. Talk to her and she'll introduce herself as Yaoling Li. She'll then ask you to be her friend.
Be Friends With Yaoling Li
Once Yaoling Li asks you to be her friend, say yes to finish the dialogue and complete the mission.

Rank Up Synergy With Yaoling Li
Upon completing the mission, you'll rank up your Synergy with Yaoling Li and unlock the Cultural Exchange skill.
