Tropical Motoha is a part of Wonder's team of Phantom Thieves, which operate on a separate basis from the original Phantom Thieves of Heart in Persona 5.

S. Closer is currently the best DPS out of all the characters up until Version 2.1. Not only is she easily sustained due to her high survivability, she can dish out massive Bless damage to both single and multi-target battles. Furthermore, she was massively buffed to the point that she can work with almost any team!

For Tropical Motoha's skill rotation, first build up her Tropical Heart stacks using Summer 'Splosion. After building 5 stacks of Tropical Heart, use Surf 'n' Shine two times to quickly burst down enemies.
The Awareness 1 variant can gain Tropical Heart stacks faster, especially with the help of other supports. With that, you can quickly start the combo with two Surf 'n' Shines and then use either of the two skills as filler during the 1-turn cooldown period of Tropical Heart.

To get started with Tropical Motoha's game plan, you will have to activate Summer Hype by using her bread-n'-butter skill, Surf 'n' Shine! This will give S. Closer's unique buffs to each of her skills, either with additional damage or properties. Preferably, it will be better to use this skill after being buffed or healed!
You can use Surf 'n' Shine in succession for a massive damage boost to the skill if you use it after gaining Tropical Heart, which is given after being healed 5 times.
If you have Awareness 1, you can do this even within 1 turn order if sequenced properly, allowing you to quickly access high damage numbers. However, it would be best to reserve this after fully buffing her up to reap the rewards!
If you are up against a group of enemies, Blue Sunrise will be the recommended skill to use after getting your Summer Hype. Doing so allows you to have follow-up damage after the first hit.
If you are up against a single target with high health, Summer 'Splosion should be included in your main rotation after getting Summer Hype. Like Blue Sunrise, doing so allows you to have follow-up damage after the first hit, but with a bigger payoff.
Furthermore, you can use this to heal Tropical Motoha herself to build more stacks for Tropical Heart and set yourself up for a back-to-back Surf 'n' Shine!
Generally, all of Tropical Motoha's skills will be buffed after being healed and scales off from her maximum HP. It would be wise to pair her with Characters such as Marian or Soy to keep her healthy!
However, you can also use Tropical Motoha's Highlight to heal and buff herself, essentially making her an independent Sweeper!

You will want to level up Surf 'n' Shine first since most of her damage revolves around this specific skill. Afterwards, focus on increasing Summer 'Splosion as you will use this to set up for Tropical Heart.
Furthermore, you can level up Thief Tactics to increase the Bless Damage. You can leave Blue Sunrise as it is outshined by Surf 'n' Shine as an AoE attack.

If you can pair Tropical Motoha with teammates that can increase her max HP, the Resolve and Virtue set would be the best to build around. This set not only buffs the Bless damage, but it also gives critical hit rate. Furthermore, if they were able to reach certain HP caps, a percentage damage bonus is included!

If you plan on using Tropical Motoha as a sub-DPS for a team not centered around buffing her HP, the Departure and Control set is a better alternative option. This set allows you to passively increase her max HP, but it can provide additional aftershock damage and defense loss.

Tropical Motoha is a must pull, especially if you have previously pulled for Marian. These two are currently the quintessential pieces for a solid Bless team.
However, if you find her uninteresting or Marian is not in your arsenal, you can wait for the future Bless Assassin with Sumire. In the end, pull for the characters that you want, and you will enjoy playing.

The summer variant of Motoha Arai, or better known as S. Closer, was released on Version 2.1 update of P5X, which was on September 22, 2025 after the end of Phoebe's banner.
