Phoebe is an intersesting Navigator that unlocks her full potential being in a team that is only using 1 Element Attribute. Most of her skills’ bonus effects rely on her getting Tailor-Made Cocktails to trigger them, and they are most often obtained when attacking with the same element repeatedly. For a newer player, her value is cut thanks her mechanics, hence her lower ranking among Support characters and rerolling. However, for a player with a number of built mono-type teams already, she is a welcome addition.
Yumi Shiina shows up in the Metaverse as Phoebe in the Metaverse. They do not have powers to wield a Persona, but they still assist Wonder and his team as they descend down Mementos.

For Phoebe, you will mainly use Tempting Build while you are still setting up for your damage turn. After being able to set up, use Invigorating Blend on your DPS to massively increase that attribute's damage.

To run a Mono-Type team means that the four characters on the battlefield, including Wonder himself, must have the same element affinity, like Fire or Nuclear.
Phoebe is best used on Mono-Type Teams to help get Mixer stacks of the same element attribute. This is crucial to get Tailor-Made Cocktails for her, which are needed to use her skills at their best.

Phoebe's full potential is unlocked whenever she gets Tailor-Made Cocktails, which she gets if she gets three Mixer stacks gained from attacks of an element.
Running a Mono-Type team increases the chance of gaining Tailor-Made Cocktails, which then boosts her skills to strengthen the on-field team.
Thanks to Enhance Stat skill, Phoebe already passively makes her team stronger by giving them stats based on a fraction of her own. The higher level she is at, the more stats she can provide, and that means a stronger team.
Not only that, a number of skills provides additonal stats based on her own Attack stat. Make sure to raise her Attack for the characters that make use of the aforementioned stat to deal damage.

Charming Gaze will be your most used skill for Phoebe to hyperfocus the damage to a single chacter and heals when damaging the enemy. Tempting Build is a close second if you want to buff the entire team instead, and will spend Cocktails to buff an ally's offensive skill.
Invigorating Blend will spend all Cocktails you have, but in turn will increase the attribute damage of the entire team based on the targeted ally's main element attribute. However, to get this skill's full power, you have to make sure you have Tailor-Made Cocktails ready to spend, which will be hard if you are not running a mono-type team.

You want to make sure that Phoebe is maximizing her stats as she provides a fraction of it to her allies. She also thrives in longer fights thanks to her Cocktail passives, so take advantage of it using Harmony + Power cards.
Power will grant her more ATK the longer the fight gets, so count it as a permanent buff. Meanwhile, having Harmony as its synergy will buff the entire team with the same main attribute. This leans into her preference with Mono-Type teams!

The newly-added Labor and Integrity Revelation Cards seem to be tailor-made for Phoebe to use. Labor's 4-piece passive gives additional stats to allies when their cards are equipped to an Elucidator, which is what Phoebe is classed as.
On top of that, Integrity's passive when matched with Labor cards further increases stats for the allies for each ally matching a main attribute. This fits her niche of being slotted into Mono-Type teams.
As mentioned earlier, Phoebe works best when all of the characters deals damage of the same attribute.

With the release of Queen and Vino in Version 1.3, players can finally run a full Mono-Nuclear team. Queen deals so much damage thanks to Crash Out, while Vino provides debuffs through Diving Ray and Bullseye Bomber to make the enemies take more damage.
Leon will shield the DPS and buff them at the same time via Justice Barrier and Ultima Booster. For Wonder, he can be relegated to Healer by equipping Titania, but if you want more damage as a trade-off, Bishamonten, Thoth and Phoenix are viable options.

The Mono-Fire team is the first available Mono Type team available in the game since the Global server's launch. Panther and Cattle can be obtained through various in-game campaigns, while eventually all players will get Key at some point from rolling the Gacha.
Panther's the main DPS here, and Key will support her through debuffs and burns on the opponent. Cattle is the resident Medic, so you can go on the offensive as Wonder with Personas like Hell Biker and Baphomet.

While Marian is not an Electric-type character, she won't mostly attack as that's the role for Closer and Bui. Instead, have her constantly heal the team, as part of her healing skill includes a cleanse that gets rid of debuffs on the targeted ally.
Make sure to have Bui designate Closer as Player 2 via Sparky Surprise. Closer can boost their Electric damage with Blitz Mine. Wonder can turn into either a third damage dealer with Oberon and Thor, a Medic through Atropos or a Saboteur like Yurlungur.

A Mono-Curse team is full-on aggression, as there is currently no Curse Persona that is also a Medic. Instead, everyone will deal as much damage as they could, stacking debuffs and Curse stacks.
Joker and Sepia can both constantly stack Curses onto a target, especially with Joker making use of Extra Action. Rin will debuff them by inflicting Forget. Wodner will serve as an additional Saboteur with Pale Rider and Nebirus, but also a Strategist if equipped with Succubus.

When Fox got released in Version 1.2, that also meant that Mono-Ice teams are now viable. Soy will be the Guardian and a pseudo-Medic through Icy Defense, and Fox will counterhit everyone once he activates Keen Eye.
Mont serves as the single-target DPS thanks to her Blade Dancer follow-up attack. This leaves Wonder in a flexible position, and can go either offense or defensive depending on his equipped Persona.

Phoebe is an interesting Navigator where the character raises her value the more the player's account is built. She thrives on having allies sharing the same element attribute, but she cannot reach that level of power if the team is far too varied.
If you can build teams that only focuses on 1 element, then Yumi is a great addition to the team. However, for newer players, we would suggest to wait for her to be added to the general Gacha pool first. She then becomes a great character from losing the 50/50 for rate-up characters.
Yumi Shiina, better known as Phoebe, was released in the Version 1.4 update of Persona 5: The Phantom X for the Global and Japanese servers on August 21, 2025.
