High Pixie can be acquired through Persona Fusion in the Velvet Room. Some Persona Fusions are unlocked through level progression, while others require increasing your Synergy Bond with Merope.
Acquired through Contracts
You have a chance at randomly pulling High Pixie from Contracts. The chances may be boosted for some event so be sure to check regularly for updates!

You can also acquire High Pixie in the form its seal through the Challenge Rewards Exchange, provided that you've already obtained the Persona beforehand. Different Medals are used to exchange for different Persona seals depending on their rank. You can use these seals for fusions at the Velvet Room.

Skill Inheritance Restrictions
