Road to Rehabilitation - Justine and Caroline
Currently, the best overall banner is Justine and Caroline's featured banner, Road to Rehabilitation featured in Version 2.7. They are a Virtuoso role which is new to the game and has the ability to switch to different roles to either heal, deal single-target or AoE damage, provide shields or buffs and inflict debuffs. Basically they are the jack of all trades characters which can be a benefit to your team.
Justine and Caroline were featured as a serverwide character meaning that they have the power of a newly released character from the other Asian servers if you are playing in the Global or SEA servers.

Go for Frostgale Kotone if Skipping Twins
If you are not interested in pulling for Justine and Caroline, then we suggest going straight for Frostgale Kotone. She is the first dual-element character in the game, as an Assassin that wields both Ice and Wind.
She can switch between Spring Mode and Winter Mode, which are separate gameplay styles with different skill sets. As of writing, she is currently the strongest Wind DPS character in the entire game.

Pull Only If You Don't Have Any of the Characters in Most Wanted Casting Call
If you don't have Phoebe, Joker, Bui, Queen or Fox in your team and you want them right now, you can pull for them in this banner. This is basically a 3 in 1 banner where you can choose any of the five featured characters and pull for them. You can also get extra currency that you can exchange in the shop to get more rewards making pulls in this banner much cheaper.

Best Banner for F2P Players
Novice Thief Support
For players who are saving up their resources for the limited-time banners, it is highly suggested to roll for at least the Novice Thief Support banner. Here, players will spend a little less thanks to the discount, only needing 40 Gold Tickets instead of 50.
On top of that, once you reach 50 pulls, you get to choose a free 5-star character between Morgana, Ann and Ryuji.
