Currently, the best overall banner is Tempest Wind's featured banner, Winds of Change featured in Version 3.2. She significantly buffs the critical damage of a character to a new degree making them deal damage much higher than before. Due to how she works, she can be slotted in any team making her versatile no matter what teams you have.

Go for Matoi if Skipping Tempest Wind
If you already have Tempest Riko or are not interested with her, you can choose Matoi featured in Version 3.2.2. She has the ability to enhance the technicals of the team leading to more damage dealt to enemies and a possibility to inflict Icebound that makes the enemies skip a turn.
However, her full potential can only be achieved in fire teams because of the technicals, Iceburn and Fireburn, that is possible to activate with Matoi in the team and another fire character.
