To get the The Curtain Never Falls on Baloons hidden achievement, you will need to pop all of the spinning baloons located at the center of the Penacony Paperfold University College. Use the Glaux Sculpture Space Anchor and go south toward the center..

Once there, you will need to destroy a total of seven spinning balloons scattered around the area to get the achievement.
