Use the Cultural Corridor Space Anchor and move north until you reach the end of the hallway. Ligeia will be facing the lockers on the left side.

Approach Ligeia and talk to her. Proceed with the dialogue then once the option to use Clockwork is available, use it on her.

Use Clockwork on Ligeia to change her emotions. She'll start with the Angry emotion, so change it to whichever you want then proceed with the dialogue. Once you're done, use Clockwork on her again.
