Found in the Old Weapon Testing Ground

Simply break the barrel near the elevator of the Old Weapon Testing Ground so that a Senior Staff - Team Leader will appear.

You can either pay the Team Leader to avoid confrontation or refuse to engage in combat. Regardless of your choice, you will collect the same rewards after interacting with the Team Leader.
