Sampo is a Wind Sub-DPS that relies on inflicting Wind Shear to deal DoT damage. His kit is focused on dealing DoT damage and amplifying it through the debuff his Ultimate inflicts, which is DoT Vulnerability.
If you find his kit interesting or need a Wind DoT character that can increase the DoT damage taken by enemies, then Sampo would be a good choice.

This build allows Sampo to deal DMG while also making sure that his debuffs land through stacking Effect Hit Rate. Prisoner in Deep Confinement increases his DoT damage and provides DEF ignore, which increases his overall DMG.
Firmament Frontline Glamoth increases Sampo's ATK and directly increases his DMG as long as he meets the 135 SPD requirement. This should be easy with SPD boots and some SPD substats, which are recommended for DoT characters like him.

Sampo's main mechanic is to stack multiple instances of Wind Shear onto enemies. For each stack applied, enemies will take DoT that scales off of Sampo's ATK stat.
His Basic ATK, Skill, and Ultimate can inflict Wind Shear due to his Talent. Additionally, his Skill and Ultimate can deal damage in an AoE. This means he can easily stack Wind Shear on multiple enemies in just a few attacks.
Even in single-target scenarios, Sampo can easily maintain Wind Shear stacks on the enemy. Using his Basic attacks and Ultimate, he can indefinitely keep Wind Stacks on an enemy while simultaneously producing Skill Points for the Party.
Other party members can benefit from the DoT Debuff from his Ultimate. Use this information when building a Team around his kit. This includes, but is not limited to, Bleed, Shock, Burn, and Wind Shear.
His Skill, much like Asta's and Welt's, will bounce off of multiple enemies, this means if you are facing off multiple enemies weak to Wind he could potentially easily break Enemy Toughness.
Something to note about moves that deal further extra damage on random enemies is that in Single Target instances, the attack will do multiple instances on the enemy making it easier to Break its Toughness bar.
In the overworld, Sampo can use his Technique to Blind enemies. Blinded enemies cannot notice you and when initiated into a battle, will have their actions delayed. You can use this chance to easily stack DoT's to multiple enemies.

Why isn't Black Swans light cone suggested at all here? Like seriously it's so perfect for him! It's the only limited light cone I have pulled for and I did it just for him and it is wonderful on him. Yet it's not in his recommended light cones but it is for Gui? Anyway I highly recommend it on him. Ups his effect hit rate and boosts his attack if other dot is there. Definitely not a budgter option but amazing nonetheless!
