Talk to the Billboard Investigator again to report your findings. You may reply whatever you want.

This walkthrough is wrong, there's two ways this mission can be completed: unsuccessful and successful investigation completion (website is only showing the unsuccessful one). So I finally got to this point in the game after not having played HSR for a year and the murderer was actually the film roll victim all along who killed and then proceeded to steal their boss' identity by stuffing his tape inside themself LMFAOOOO
