Inside a Cage in the Storage Zone

To start off this hidden quest, you need to come across the Strange Voice at this cage in the Storage Zone. You will be able to hear it once you enter the cage and there is also a note nearby.

How to Use the Strange Voice

Investigate the Note to Decipher

You will notice a yellowed note that reads, "Can anyone understand what it is saying? My authorization isn't high enough, so I can't borrow the Unbearable Weight.." Finding it is the next step in progressing this hidden quest. Luckily, it is also located in the Storage Zone!

Translate it Using the Unbearable Weight

The Unbearable Weight is a Curio you can find in the Storage Zone. Interact with it after finding the note from earlier and you will be prompted to learn the language the Strange Voice is speaking in. Once done, this hidden quest is finished!

Get Hertaeum, Credits and the Achievement

Achievement & How to Get	Reward
No King Rules Forever (Hidden) Use the Curio ”Unbearable Weight” and decipher the contents of the mysterious sound	x5

For finishing this hidden quest, you will first get the No King Rules Forever Achievement. After you get it, you can head back to the cage from earlier to hear what the Strange Voice actually says and receive Hertaeum and some Credits.
