Sunday was first revealed in the Version 1.6 Livestream of Honkai Star Rail. It wasn't revealed in the livestream if he is an upcoming playable character, but we can assume that he'll be one of the characters that we'll encounter in Penacony.
We can also assume that he'll be a possible upcoming character due to his appearance in the livestream since everyone who has had a speaking role in the livestream (barring Owlbert and Screwlum) have become playable characters.
Sunday is the Organizer of the Charmony Festival and a representative of The Family in Penacony. During the livestream he introduced Penacony to the viewers.
He also introduced all of the characters set to appear in Penacony!
