Is Fugue Worth Pulling?
The main appeal of Fugue is acting as a considerably better replacement for the Harmony Trailblazer. If you don't plan on ever using any other Path for your Trailblazer, then you can consider skipping Fugue.
However, since Fugue is currently the only other unit that provides Super Break to allies, she is a must-pull for people who enjoy using Break teams and those who are planning on using other Paths for the Trailblazer.

Break Effect is a very important stat for Fugue, so using two 2pc. Break Effect relics will be great to reach her 220% BE stat goal. If Fugue has her E2 unlocked, you can opt to use a 4pc Thief of Shooting Meteor Relic set to get more Energy for her Ultimate.
For Planar Ornaments, Talia will be her best-in-slot for most teams. If Fugue is up against Fire-Weak enemies, then her best Planar Ornament is Kalpagni for the Break Effect and Speed boost.
For Fugue's Rope, we highly recommend Break Effect since it's very hard to reach the 220% BE stat goal without it. Her Ultimate isn't that highly significant for her support capabilities until E2.
However, consider using Energy Rope if:
You have her at E2, need to do AoE toughness damage often, or can reach 220% - 250% BE with Energy Rope.

Fugue needs 220% Break Effect to maximize her Phecda Primordia Bonus Ability. Fugue will also need 67% Effect Hit Rate to guarantee the DEF debuff on enemies.
If you have Talia equipped on Fugue, get 145 speed for her. If not, then just ensure that she goes first before the DPS.

Fugue is best used in a Break Effect team as the Super Break enabler. Fugue can use her Skill on the DPS so they can have increased Break Effect.
Lingsha can also become an AoE DPS in Pure Fiction with this team by removing Firefly and adding Harmony Trailblazer for more Super Break instances.

Fugue's Kit, Abilities, and Skills
Skill Grants Foxian Prayer on Allies
Fugue's Skill will cast Foxian Prayer on a target ally. Foxian Prayer can only take effect on the most recent target of Fugue's Skill.
The ally with Foxian Prayer will gain increased Break Effect and can ignore enemy weaknesses to deal Toughness DMG.
Fiery Caress Can Decrease DEF
When Foxian Prayer is active, Fugue will enter the Torrid Scorch state. During this state, Fugue can unleash Enhanced Basic ATKs and decrease enemy DEF when an ally with Foxian Prayers hits an enemy.
Talent Provides an Additional Toughness Meter
When enemies reach zero Toughness, they will have another Toughness Meter called Cloudflame Luster. When Cloudflame Luster is reduced to zero, enemies will receive another instance of Break DMG.
As long as Fugue is on the field, ally attacks on Weakness Broken enemies will deal Super Break DMG.
Ultimate Ignores Enemy Weakness
Fugue's Ultimate will deal damage to all enemies and ignore their weaknesses. Enemies who enter the Weakness Broken state through the Ultimate will receive the Fire Weakness Break effect.
Technique Decreases Enemy DEF
Fugue's Technique will inflict Daze on enemies, which will prevent them from attacking your character. Upon entering combat, enemies affected by Daze will have their DEF reduced and Fugue's action gets advanced.
