It was announced in the 2.7 Livestream that Fugue will be released in the second phase of Version 2.7. Fugue's Banner, The Long Voyage Home, runs from December 25, 2024 to January 15, 2025 (UTC-5).
Fugue Banner Schedule and Rates
Fugue's Skill will cast Foxian Prayer on a target ally. Foxian Prayer can only take effect on the most recent target of Fugue's Skill.
The ally with Foxian Prayer will gain increased Break Effect and can ignore enemy weaknesses to deal Toughness DMG.
When Foxian Prayer is active, Fugue will enter the Torrid Scorch state. During this state, Fugue can unleash Enhanced Basic ATKs and decrease enemy DEF when an ally with Foxian Prayers hits an enemy.
When enemies reach zero Toughness, they will have another Toughness Meter called Cloudflame Luster. When Cloudflame Luster is reduced to zero, enemies will receive another instance of Break DMG.
As long as Fugue is on the field, ally attacks on Weakness Broken enemies will deal Super Break DMG.
Fugue's Ultimate will deal damage to all enemies and ignore their weaknesses. Enemies who enter the Weakness Broken state through the Ultimate will receive the Fire Weakness Break effect.
Fugue's Technique will inflict Daze on enemies, which will prevent them from attacking your character. Upon entering combat, enemies affected by Daze will have their DEF reduced and Fugue's action gets advanced.

Since there will be no new Ascension Materials in Version 2.7, it is expected that Fugue will use the Searing Steel Blade Ascension Material since she's a Fire character.

Since there's will be no new Trace Materials in Version 2.7, Fugue is expected to use the Fiery Spirit material series since she is a new Nihility character.
It is also expected that Fugue will use the Regret of Infinite Ochema Echo of War Boss material since she's a character from the Xianzhou Luofu and since there will be no new Echo of War Boss Material in Version 2.7.

According to the 2.7 Livestream, Fugue is Tingyun's new form, similar to how Imbibitor Lunae is to Dan Heng. Also, in Fugue's splash art you can find her staring at a reflection of what appears to be Tingyun.
Fugue is a Foxian who has her appearance and identity stolen. Fugue, who has experienced both life and death, is given a second chance at life.
As revealed in her Drip Marketing, Fugue uses the Fire element and is following the Path of Nihility.

Some of them are right, been watching these comments since beginning of the year, there's plenty of jackpot people that nailed the powercreep of 4-6 units but there's also the ones that say something won't get crept ever and then gets crept in 2 patches, so yeah I feel you it is wishy washy but some of them are on the money and this one looks true.

RM = 50% BE on everyone, so great for when there is Phys weak enemies or after Boothill ult, + TONS more Break Dmg. Delaying actions on enemies is also a plus. Fugue = 50% BE on 1 character on EVERYTHING (100% BE with E1, AKA complete disregard for game mechanics) + TONS more Break Dmg. Exo toughness is also a cool game mechanic, since you can get 3 Trickshot off of 1 mob enemy (Break enemy, deal break damage, break exo bar, deal break damage again, kill enemy).
