Break Effect is a stat that enhances the different Weakness Break effects. It is a stat that determines how much damage would a Weakness Break do to an enemy or how much damage will DoT debuffs do.
The higher the value of the Break Effect, the more potent the Weakness Break effect is. However, it is a stat that should be considered after the others since it only affects a single part of the character instead of many.
Break Effect affects things that are related to Weakness Break. This includes the initial Weakness Break damage, DoT debuff damage, and how far enemy actions are delayed.
These aspects are currently only affected by Break Effect and Character or Enemy Level. Break Effect plays a role in giving these combat and character aspects value, even if its currently a bit niche.

Imaginary | ・On Weakness Break, applies Imprisonment, which slows down enemies and delays their turn. |
Quantum | ・On Weakness Break, applies Entanglement, which delays enemies' actions and deals additional Quantum DMG at the start of the next turn. This DMG is increased when they are hit. |
Break Effect also affects the potency of the Weakness Break effect of the different Elements, with each element having their own unique effect. These can range from increased damage for DoTs or longer slows depending on the effect.

Break Efficiency is a term used to describe how efficient a character's Skill, Talent or Ultimate is at breaking Toughness. Characters with Skills or Ultimates that have a lot of hits often break Toughness easier.
Break Effect does not affect Break Efficiency, so even if you build it on certain characters they will still break Toughness at the same rate as before.
Break Effect can be effective but at the same time also cost your character vital stats. Let's discuss Break Effect's advantages and disadvantages in and out of battle.
Since Break Effect is a stat that determines the damage of DoTs and Weakness Break, it can help make a character deal more damage depending on their kit. A character that focuses on DoTs or Weakness Breaking takes advantage of this.
Break Effect teams also have a different playstyle and can be refreshing. There is also a possibility that Weakness Break supports might come in the future, so it might be a good investment.
Even then, Break Effect is extremely niche. You have a lot to consider when building a team. Some of these are enemy resistances, turn order, Speed, enemy Toughness, and others which makes it complicated.
Break Effect falls off on a Weakness Broken enemy since its main focus is on the initial Break damage. You also have to make sure that your Breaker is the one inflicting Weakness Break, otherwise all that Break Effect would be for nothing.
A way to use Break Effect efficiently is by using characters that make use of DoTs. Unlike other characters, these characters can take advantage of Break Effect since it directly affects their main source of damage.
For example, Serval can make use of a Break Effect build since she can inflict Shock easily and also gain a lot of ATK%, which just gives more damage for her DoTs along with the high Break Effect.
Another way to use Break Effect is by using characters that can inflict Weakness Break easily. These characters often have multiple hits on their Skill or Ultimate, which makes breaking Toughness easy and the initial Weakness Break damage would increase.
For example, Asta can make use of a Break Effect build since she is already a great single target Weakness breaker and she stacks ATK with her buffs. She also has the SPD buff on her Ultimate which is needed for Break Effect teams.
Even though Break Effect is very niche and has a complicated playstyle, it does not mean that it can't compete with other teams. It can still be viable as a team for different contents of Honkai: Star Rail.
