Luocha's build focuses on increasing his healing output and Speed. Stack ATK% Stats on him to increase the amount of heals he provides and increase his Speed so he can take more actions and enable his Talent passive faster.
It takes Luocha the same number of turns to charge his Ultimate between an S1 Post-Op Light Cone and an Energy Regen Rope, so simply equip what you have between the two. Using a Post-Op Light Cone lets you equip an ATK% Rope instead for more healing and damage.

Luocha's Kit, Abilities, and Skills
Focus on SP Generation
Like most support units, you will want to play Luocha as an SP generator for the party. Ideally, you will only want to use his Skill once to generate one Abyss Flower and use his Ultimate for another Abyss Flower to trigger his Talent.
Avoid Using Skill if Field is Active
While Luocha's Talent (Cycle of Life) is active, you will be unable to generate any Abyss Flowers, so avoid using his Skill needlessly. However, this does not apply if your teammates are on the brink of death or if you need to clear debuffs on your allies.
Building Luocha as a Healer and DPS Hybrid
If you want to forsake a bit of Luocha's Healing potential and go for more damage, then you can use ATK% on his Body Main Stat and Imaginary DMG on his Sphere.
You can also make him use Wastelander of Banditry Desert if you're pairing him with other Imaginary units who can help in debuffing and Imprisoning enemies.
