The manhole can be found south of the Golden Theater Space Anchor in the Administrative District. At the location, that mahole that you can investigate will be next to two benches and a heater.

What to Do with the Manhole - Honkai Star Rail

Players can interact with the manhole sewer cover and a conversation will begin. Once you start the conversation, choose any of the dialogue options and finish your discussion with Michel.
