When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Lugh are +Spd and -HP. A higher Spd stat allows Lugh to get a ton of follow-up attacks on his foes. More importantly, it protects him from hostile follow-up attacks. His HP is of less importance and thus safe to be taken as a bane.
We recommend a +Spd IV when merging Lugh to 10. This is for the same reasons as above. With this IV, he reaches 43 Spd at max merges. This is a very good range. With some support, Lugh can nail follow-up attacks on even the fastest units in the game.

A budget build for Lugh that uses his default weapon, Gronnserpent+ as a base to become an enemy phase unit that specializes in taking out ranged foes. Of course you can take much more powerful skills to modify this kit. An example would be to take Quick Riposte 3 in the S slot instead and take Lull Atk/Res 3, an expensive, but powerful skill to take its place in the B slot.

By default, Lugh is an enemy phase unit, but you can run him as a Blade tome user if you need to. This is a pretty standard, but expensive build. Atk/Spd Push 4 provides offense, and a mechanic to put Lugh into Desperation 3 range. Joint Hone Atk provides offense, and if you can't afford it, go for an Atk Wave skill instead. The S slot is flexible, but since he will be at fair Atk levels with this build, you can run Heavy Blade 3.

This build utilizes the additional bulk provided by refined Tome of Reason along with enhancing Lugh's already high Spd to tank enemies effectively. Kestrel Stance is used mainly for the Guard effect, to prevent foes from activating their Specials.

This refine synergizes well with the weapon's base effect of granting Def/Res+6 to Lugh and his allies within 2 spaces at the start of the turn.

Lugh is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Res stat.
Rally Up Res+ makes Lugh a great support unit as well as it grants +6 Res to target ally and all allies within 2 spaces of said ally. That grants a big net damage reduction boost. This is very important if your team is deep in the enemy danger zones.
Atk Feint 3 inflicts -7 Atk to units in cardinal directions of Lugh if he receives or uses a rally assist skill. She has access to Rally Up Res+ so he can make use of this debuff easily. It can be said that being able to buff allies and debuff enemies is one of Lugh's strengths.
Lugh's Def only sits at 17 at Lv.40. This makes it easy for physical units to take him out. Be mindful of Lugh's positioning in relation to physical units that can easily take her out.
Manage his match-ups to make the most out of him as he is very strong against ranged magic units.
Lugh does not have standout stats or standout skills. This makes him quite inferior to other green mages like Nino or Lewyn. As of October 2020, he still does not have a special effect refine. Expect him to get a huge power boost once he gets one so do not lose faith.

Lugh has a great Res buff in Rally Up Res+. Try to team him up with units that can make good use of this Res buff such as Picnic Flora or Selkie. They have skills that allow them to deal huge damage if they stack Res stats. This makes Lugh able to boost both their offenses and defenses with his assist skill.
Being a green unit, Lugh cannot deal much damage to red units. Team up with powerful blue units like Ophelia, Valentine's Soren or Reinhardt to cover Lugh's weaknesses. This is so that he can avoid being taken out and he can focus his firepower on better match-ups.

Lugh specializes in tanking ranged magic units through his stats and weapon skill. However, he is extremely defenseless against melee physical users as his Def is very low and his weapon skill does not provide defenses against them. Manage Lugh's match-ups to make the most out of him.
