Defeat at Random in Metaverse
There is a good chance of randomly acquiring Nebirosafter defeating it in the Metaverse.

You can acquire Nebiros by completing the Realm of Repression challenge on the VII Floor. These challenges can be difficult so be sure you're at least 2 levels higher than the required level.

You can also acquire Nebiros in the form its seal through the Challenge Rewards Exchange, provided that you've already obtained the Persona beforehand. Different Medals are used to exchange for different Persona seals depending on their rank. You can use these seals for fusions at the Velvet Room.
