Collect all 4 Muspelheim Ciphers from the purple-lined chests found within Midgard. You come across all 4 of these chests naturally as you progress through the game from the beginning up until A New Destination.

Locate the 4th Muspelheim Cipher chest inside the Witch's Cave during the main quest A New Destination.

2. Realm Travel to Muspelheim Before Reanimating Mimir's Head

How to Get the Glowing Gem of the Nine

Realm Travel to Muspelheim before asking the witch to reanimate Mimir's head. You must return to the Witch's Cave to find the 4th Muspelheim Cipher, however do not proceed with the rest of the obectives and, instead, go to Muspelheim.

The above info is inaccurate. I tested this method and it works. Visit the Muspelheim Brok shop BEFORE you complete Journey Mission: A New Destination. What this means is that you can visit the witch, revive Mimir, head back to Tyr's temple and THEN head to Muspelheim. You need to view the enchant in Brok's shop by canceling out the yellow ! You do not need to buy the enchant. After you have done this save and proceed w/ your story progression which would be blowing serpent's horn.
