The quest can be unlocked once Ben is about to level up his trust to Friendly.

Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Ben Bigger Trust Event and Best Answers
The Commission appears when Ben is about to rank up his Trust Level to Friendly with the Proxy.
The Commission will appear in the schedule in the afternoon and can be selected.
Accept the commission via the Schedule first thing in the afternoon. The Commission will only appear if Ben's trust level with you is about to rank up to Friendly.
Fast travel to Lumina Square and find Ben surrounded by kids. They will be found beside the lamppost in front of the pharmacy.
Ben has been mistaken by the kids as Officer Mewmew. Push through and answer all the questions to complete the commission.
Ben will send you a DM sometime after finishing the Captain Mewmew commission, thanking you for for a great memory.

The dialogue choices you make in Captain Mewmew don't matter as after this commission, Ben's trust level will upgrade to Friendly.
Completing Captain Mewmew will upgrade Ben's trust level from Friendly to Close.
