You can also acquire Shiva in the form its seal through the Challenge Rewards Exchange, provided that you've already obtained the Persona beforehand. Different Medals are used to exchange for different Persona seals depending on their rank. You can use these seals for fusions at the Velvet Room.

Skill Inheritance Restrictions
Persona of a certain affinity cannot inherit skills of a certain affinity, often times it is the natural opposite of its innate affinity.
