As of writing, the only way to obtain Cu Chulainn is through defeating Shadow Katayama at the end of Chapter 3 Phase 2, and earn him as a reward in the Unconditional Love Phase 2 event.

❌	Matarukaja	Effect: Increase party's Attack by 8.2%. For every 500 of the user's Attack, increase party's Attack by 0.7% more, up to 5.4%. Lasts for 3 turns.

❌	Fortified Moxy III	Effect: Increase critical rate by 7.8% when ambushing.

Some skills can be inherited when you use a Persona's Seal to train another Persona in the Velvet Room.

Skill Inheritance Restrictions

Persona of a certain affinity cannot inherit skills of a certain affinity, often times it is the natural opposite of its innate affinity.
