Skill Boosters, such as Skill Incense S, are mainly obtained as rewards in the Enlightenment Challenge in the Realm of Repression. Higher rarity items will be available once you meet the level requirement.
Ticket Level Rewards
You can also acquire Skill Incense S for raising your Ticket Level in Mementos. You can raise your Ticket Level by exchanging Train Tickets found scattered around Mementos.
Palace Exploration Rewards
Continue exploring every inch of all the castles locating all the Safe Rooms, Chests, and defeating enemies. The more you explore a castle, the more chances of you stumbling into some Skill Incense S.
