You can obtain the War Belt of Zeus as a boss drop from Valkyrie Hildr in Niflheim while playing in New Game Plus. Niflheim can only be accessed in the Realm Travel Room by collecting all Niflheim ciphers.
After arriving at Niflheim, you'll have to make your way through Ivaldi's Workshop until you reach its upper-left corner where Valkyrie Hildr can be found.
