There are four Dragon Tears that can be found all over Midgard, some of which are tied to Favors that need to be accomplished before you can find them.
Once you have managed to get to Veithurgard, three shrines need to be found and destroyed by you in order for you to free Otr and claim the Dragon Tears it drops when it flies away. The Dragon Tears are automatically added to your inventory once you free Otr.

1 | From where you can see the mechanism Otr is attached to, head right. Up the path, you'll find the altar. |
2 | Head back to the mechanism and head left. Up the grassy hills you'll find another altar. |
3 | Once you get into the castle, head right until you reach a room that is partially submerged in water. There is a cave you can enter to your right – pass through it until you reach the third and final altar. |
Otr's Imprisonment Favor Walkthrough
Fafnir's prison can be found in the caves to the right of the entrance to the Mason's Channel. The beach that can be docked with is to the right of the right-most statue as you approach the channel. Three shrines need to be destroyed once more to free the dragon and gain its Dragon Tear.

The Flight of Fafnir Favor Walkthrough
To unlock the area where Reginn's Dragon Tear can be found, you must at least do play through some of the Hail to the King Favor. Once you reach the area with the locked gate for that Favor, you may take the path to the right that will lead you straight to where Reginn is imprisoned.

The Fire of Reginn Favor Walkthrough
To get the last Dragon Tear, you will need to progress through the story, specifically finishing the quest Return to the Summit. From there, once Baldur's Dragon crashes down, and you are free to explore the world once again, head to the Forgotten Caverns to find the beast.
