Massages Saves Humanity commission can be unlocked by sending Lucy an invite and choosing the How about getting a massage? option.
Selecting the No idea, really. option will start the Shining Hair commission instead.
Meet up with Lucy in front of Old Duyi's massage parlor in Lumina Square. The massage parlor is located in front of Orchidea's Flower Shop and Coff Cafe.
