How to Unlock Inky's Request
Progress Through Chapter 3 and Increase Trust
You need to progress through Chapter 3 Intermission Reverberations to unlock Inky's Trust Commission, Inky's Request. You also need to increase Inky's Trust by doing the cat's Trust Events.
Inky's Trust Events can be easily done when you see the cat around Sixth Street and interacting with it.

Find Soldier 11 and Inky
Find Soldier 11 and Inky just behind the 141 Convenience Store in Sixth Street. Upon finding the two of them, you can see that Soldier 11 is asking Inky about something.
