Go to the Metal Fences in the Upper Floor

Upon teleporting to the Ballet Twins Road beside Officer Mewmew, make your way out of the Sunken Courtyard and take the stairs on the right to the upper floor.

Upon emerging, you will almost immediately encounter a fenced area where Poetboo is at.
