If you don't mind using cheats to find it, Fuling (Archer) can also easily be spawned with the console command.
To spawn the enemy, first turn on cheat codes by typing imacheater in the F5 console, and use the spawn GoblinArcher command to spawn the enemy.

When encountering a group of Fulings with a Fuling Archer (Fulings with Throwing Spears) it is highly recommended that you deal with them first. Having these Fuling Archers throw spears at you while fighting other Fulings can be a big nuisance.
Even though these enemies throw projectiles, you can still parry them and they will get momentarily stunned. The requirement to parry their attacks is pretty low since you only need a Banded Shield to be able to do this.
