You can get black metal by smelting black metal scraps using a Blast Furnace. They are dropped by Fuling enemies primarily found in the Plains biome. These are high level areas so stay vigilant!
Black Metal is a late game material so you would also need to upgrade your Forge to atleast Level 3.
