Executioner's Tool Set 		This set provides additional critical damage, which can be useful for every character that does damage. Given how that it is only 2-set, this can easily be slotted in any character as long as they have the means to deal critical strike chance.

Tetra's Authority Set 		Defense can easily be used by Vanguard and Controller characters as this stat helps with more heals, take less damage and gain more shields as well as increase the damage of defense-based attacks.

Black Wing Set 		Another great generic set, the bonus Attack this set provides is useful for most, if not all, DPS and Sub-DPS characters.

Seth's Scarab Set 		This set provides a 20% multiplicative boost to damage, heals and shields of all basic cards. This is especially useful for characters that wants to keep their basic cards and use it often such as Mei Lin or Chizuru

Cursed Corpse Set 		This set focuses entirely on giving the wearer 10% multiplicative damage as long as the target has Agony which can easily be achieved with divine epiphanies and neutral cards.

Line of Justice Set 		This set is meant for characters with 2 or more AP cost cards that deals damage to fully utilize its critical chance buff. For example, Haru can fully utilize this set.

Relevance to the Meta The value of a Memory Fragment depends on the strength of the characters you can use it on. Sets used by meta characters will rank higher than those used by weaker characters.
Usability Memory Fragment sets that can be used across several characters is ideal. Even if a strong character uses it, a Memory Fragment set may not rank as high if it cannot be used by other characters.
Efficiency When farming for a Memory Fragment set, the other possible set must be taken into account. It is best when both sets in a simulation are useful.

The Overall Tier List ranking focuses on a Memory Fragment's value in general. In general, every set is useful given the right situation and characters, but its value can still vary based on different factors such as how many characters benefit and how much time you invest farming.
