Rita's best build focuses on creating Fate Imprint and activating it using Future Decreed while keeping its cost to 2 AP with the help of Nia discarding and returning it to your hand. This will enable her to play all her created Fate Imprints in one turn while being able to generate enough AP to use it.
For her Memory Fragments, our setup works best with a 4/2 set using Beast's Yearning to provide a 30% multiplicative damage buff the first 5 of her exhaust attack cards every turn and Executioner's Tool to provide more critical damage to all her attacks.
Her favored chaos zone is Burning Life to get her best equipment such as Brilliant Eternal Flame for a 40% multiplicative damage to her 2 AP and above exhaust attack cards. Psionic Combat Suit for a 40% fixed shield after exhausting a card and Rage Potion to get another 40% multiplicative damage buff but after activating 4 attack cards and applies to the next card only.

Tiphera

The best team for Rita is Tiphera and Nia. Tiphera will help Rita gain more AP while providing card draw, healing, shields and especially multiplicative damage buffs for her next attacks. Nia, on the other hand, helps with resetting the cost of Fate Imprint back to 2 AP while providing card draws, discard and more healing.

Mika

Mika can replace Tiphera or Nia as a Support. She can give the party more AP recovery and healing that Rita can use but she doesn't have innate access to card draw and damage buffs. |
Cassius
|
Cassius can replace Tiphera or Nia as a Support. He can provide card draw with his quest cards and help ease your hand with discards. He can also heal and give additive damage buffs through Morale however he is incapable of AP recovery and multiplicative damage buffs. |

Rita can be built many ways thanks to the versatility of Chrono Archon but for this build, she is a damage dealer and has access to discards making the epiphany with an added condition to gain Chronicle on discard the better pick.
As for Future Decreed, the best choice for this build is the epiphany that activates 2 random 2 AP cost cards. However, it has the potential to activate itself if you have multiple copies in hand when played therefore reducing its cost with a divine epiphany is highly advised.
For Chrono Circle, you must have the epiphany that enhances its base version to create 3 Fate Imprints. Make sure to only have 2 copies of it in her deck because you only need 6 Fate Imprints in total that your 3 copies of Future Decreed can fully utilize.
Lastly, Time Axis Collapse is better removed from the deck as all of its epiphany is not really needed for this build. However, if you do want one in your deck then the best choice is the epiphany that gives 100% multiplicative damage buff for the next 3 attack cards she uses.

As for Tiphera's cards, you have multiple ways but the safest one is the epiphany that lets her select the archetype she wants to create as all of her archetype cards are used by Rita depending on the situation while her Form Convergence must be the epiphant that draws 3 Archetype cards and her Dual Creation to be the epiphany that copies an Archetype card after creating two.
For Nia, she must have the Adagio that lets her draw 2 cards but discard 2 in your hand back to the top of your draw pile. This will let you reset the cost of Fate Imprint while drawing cards. As for Soul Rip, the best one is the upgrade epiphany that removes itself after use but gives you 1 Decibel and Elasticity when you discard which you will often do.

The best partner for Rita is Eloise especially when she is at maximum manifest ego level. Compared to Ivy, which is supposed to be Rita's dedicated partner, Eloise gives more multiplicative damage buffs to Rita by only exhausting one card every turn. Although her ego skill is not that great, that alone is enough to make her the best especially when she is only a 4 star partner that you can easily get.

The best memory fragment for Rita are Beast's Yearning for a 30% multiplicative damage buff to the next 5 exhaust attack cards which in this build will only leave one Fate Imprint without the buff and Executioner's Tool to give her 25% more critical damage buff.

Her main and sub stats choices must all be offensive such as Justice Damage, Critical Chance % and Critical Damage %. Try to reach at least 800 attack so that you can activate the requirement for her last node to give herself a 10% attack stat increase which is a powerful buff to obtain.

Some of Rita's best equipment can only be found in Burning Life with Psionic Combat Suit providing 30% fixed shield after exhausting cards. Brilliant Eternal Flame to increase the damage of her exhaust cards by 40% multiplicatively
Lastly, Rage Potion is great for her as it will give a 40% multiplcative damage buff to her next attack after activating 4 attack cards. However, this equipment can only be obtained inside the Arena.
As for your choice of Refinements, your best choice for her revolves around giving more multiplicative damage buff to her 2 AP and above, exhaust cards. If you have all three her Fate Imprints will have a total of 70% multiplcative damage buff if you managed to obtain it.

If you got lucky against Senectus and got this equipment as your reward, it is best to switch it over Brilliant Eternal Flame as it gives an 18% attack stat increase to Rita.

If you aren't able to get the best, you can settle for these equipment that can be found in any chaos zones inside shops. Obsidian Sword to boost the overall damage of all her attacks by 12% multiplicatively. Titan Combat Suit to gain healing after getting hit once every turn and Amorphous Cube gives a permanent +25% additive damage buff to all of his attacks.

One of Rita's best build revolves around generating the right amount of Fate Imprint and activating it using Future Decreed while discarding the cards that were affected to return it back to 2 AP. If done right, you will only use a total of only 3-6 AP used per turn. This is how you execute this combo:
