The Policy Office allows you to select a project that grants specific rewards for maintaining the city’s status above a certain threshold. You’ll also be able to approve policies that directly affect the city’s four statuses. Since you earn a new policy every three hours, choosing the right one to approve is key to achieving a high city status.
Policy Office Guide

You can order food from the Starshine Diner to gain buffs for your next Chaos runs. Ordering a different dish will overwrite the effects of the previous one.

You can order a drink at the Garden Cafe once per day to obtain an Aether Empty Powder, which restores 60 Aether when used. You can hold up to four of these items at a time. The Garden Cafe is also home to four cats you can interact with!

The Epione Center is where you can treat your characters who have suffered mental breakdown during your runs. You can offer councelling, which consumes a Communication Pass, in order to heal their trauma and retain the save data from the Chaos run. This will also allow you to claim rewards from the Councelling Records for certain characters.
There is also an option to delete their memories to relieve them of their Mental Breakdown, but this will also erase the save data from the Chaos run.

You can unlock and upgrade nodes in the Research Facility to enhance various mechanics in Ark City. For example, you can increase the maximum number of policies by upgrading a specific node within the facility.

Nono’s Shop is where you can spend Policy Points earned from the Policy Office to purchase items such as Research Notes, used for unlocking and upgrading nodes in the Research Facility, or Special Policy Reports, which provide better rewards when approving policies in the Policy Office.

You can visit four locations, Main Street, Vacation Spot, Academy, and Administrative District, where you’ll find different characters to spend time with using a Communication Pass and increase their affinity toward you. Do note that the Communication Pass is also used to perform councelling on characters with Deep Trauma.

Completing Chapter 2’s second substory of episode 1, Ark City, unlocks the Ark City itself and its mechanics! Once unlocked, you can explore various activities in the city, such as approving policies, researching new nodes, visiting the cafe, and more!
