Owen's best build focuses on multi-hit single target attacks while doing AoE damage when using Wind Charge or when moved to your hand. This enables him to be versatile in bosses or against multiple enemies.
For his Memory Fragments, our setup works best with a 2/2/2 set using Black Wing, Cursed Corpse and Executioner's Edge. This is the best memory fragment for him as it can further boost his damage further especially if the enemy has Agony.
His favored chaos zone is Laboratory 0 to get his best equipment such as Mutant Predator Spike for 30% multiplicative damage buff if there are 4 more cards in your hand. Wings of Freedom to get increasing 10% multiplicative damage buff after getting hit for a total of 3 times and Emblem of an Exceptional Entity for 30% additive damage buff to all of Owen's attacks. Despite having two equipments with multiplicative damage buff, this is the best set he can get that will further enhance his damage output.

Owen's best team is Nia and Rei where both can provide micro-healing and draw for him as well as boosts his damage especially Rei with her additive damage buffs. Nia on the other hand, can synergize well with Wind Charge to reactivate Owen's Manifest Ego 2 effect by discarding and redrawing it as well as provide the party with AP recovery thanks to her Eternal Hunger combo.

Owen's best epiphanies will revolve around buffing Wind Slash with more hits and unleashing it to deal high single-target damage to an enemy while dealing AoE damage using the effects of Wind Riding or Wind Charge.
For Wind Charge, the best for this build is the one that adds +3 hits while losing 50% multiplicative damage. This is the reason why you need to aim for additive damage buffs in this build. As for Wind Slash, to make use of the high multiplicative damage debuff, you need to have the 3 hit count version of Wind Slash to make use of its low base damage.
As for Break Armor, the epiphany that lowers enemy fortitude is best as it acts as a Morale buff which adds 20% damage to your attacks based on how many it reduces. Lastly, for Wind Riding, you need to have the upgrade version so that your Wind Charge can act as an attack card when used and also provide shield to the party.

For Nia, she only needs Eternal Hunger and Adagio with the discard 2 epiphany so that you can discard more Wind Charge back to the top of the draw pile or even an Eternal Hunger to get more AP and card draw.
As for Rei, all she needs is Dark Condensation with the most additive damage buff to one card and Predator's Blade to help give more morale buffs to Owen. She can also help with draw with her Snack Time and help thin the deck after using it.

Due to how Owen has many cards with varying AP cost, the best partner for him would be Douglas. He can provide a lot of attack stat buffs as well as a 16% multiplicative damage buff at the start of battle.

Owen's best memory fragment set is 2/2/2 consisting of Executioner's Tool for more critical damage when he crits. Black Wing for more attack stat to further increase his damage output and Cursed Corpse to get 10% multiplicative damage buff against enemies inflicted with Agony.

The main stat and sub stats Owen needs are Void Damage, Critical Chance, Critical Damage and Attack. His last potential node needs at least 700 attack however, it is better to ignore it as you will need to sacrifice a few offensive just to reach it.

Owen's best equipment can only be found in Laboratory 0 with Mutant Predator Spike giving him 30% more multiplicative damage for all of his attacks as long as you have 4 or more cards in hand. Wings of Freedom for 10% more multiplicative damage each time your team gets hit up to 3 times. With this build, this is not that much but this is the best chaos zone for damage dealing characters.
Emblem of an Exceptional Entity is the best trinket slot for him as it has +30% additive damage to all of his attacks which is a lot due to how his low card multipliers but high hit count.

If you aren't able to get the best, you can settle for these equipment that some can be found in any chaos zones inside shops. Obsidian Sword to boost the overall damage of all his attacks by 12% multiplicatively. Incomplete Carapace for shield if you have 5 or more cards in hand at the end of turn which is easily achievable by him but can only be found in Laboratory 0 and Amorphous Cube gives a permanent +25% additive damage buff to all of his attacks.

Adagio and Wind Charge Combo
This combo only works if Owen is at Manifest Ego level 2 and above as this will enable his Wind Charge to do AoE damage when moved to your hand. To do this combo, you need to do these steps:
- Make sure you have Wind Charge, Adagio and another Adagio or a card that can draw
- Use Adagio and discard Wind Charge to place it on top of your draw pile
- Use another Adagio or any card that can draw to reactivate the effects of Wind Charge
- Repeat until you run out of Adagio in hand
Break Armor Can Stack
If you have multiple Break Armor in hand, inflicting reduced fortitude to a single enemy can stack to each other enabling more additive damage from attacks.
Obtain Additive Damage Buffs for Wind Slash
The main damage dealing card in this build is Wind Slash where it has a total hit count of 6. Cards such as Dark Condensation, Predator's Blade and Break Armor can further increase its damage additively which does not get affected by the multiplicative damage debuff of Wind Charge.
Wind Riding Can Only Move Cards From the Discard Pile
If you have the Wind Riding epiphany that returns a card back to your hand, it can only move cards from the discard pile. When Owen's card is in the used card pile or in the draw pile, it will not move it to your hand.
