You'll want to use the new Meditation feature to change on of your Tsukuyomi to epiphany 5 and get the upgrade.

Chizuru's best build focuses on stacking hits using multiple copies of Tsukuyomi on her Shadow of the Moon card after a few turns to deal massive damage in one turn after Rei and Cassius help boosts her damage.

With the current updates in Season 2, you can now reliably have the same cards with different Epiphanies. Therefore, you would want one of your Tsukuyomi cards to have the upgrade epiphany to reach Bind 5 as fast as possible, while the remaining copies are focused on adding more hits to your Shadow of the Moon card.

She is best suited with the 2/2/2 set consisting of Black Wing, Seth's Scarab, and Executioner's Tool to further enhance her damage output. For her equipment, we recommend that you equip Intellect of Discord, Fairy King's Crown, and Amorphous Cube for high unconditional damage.

Chizuru's best team is Rei and Cassius. Rei can help Chizuru deal more damage through her damage buffs, while Cassius can help draw cards for Chizuru to help cycle her Tsukuyomi for more Shadow of the Moon hits. He can also provide more Will-O'-Wisp stacks with his Triple 0 or Triple 1 and provide more damage buffs with Straight or his last potential node.

Veronica Veronica Veronica can substitute Cassius or Rei as a Support/Sub-DPS. She can provide more card draw at the cost of losing damage buffs if you swap her as a Sub-DPS or make card draw consistent at the cost of slow stacking of Will-O'-Wisp if you swap her as a Support.
Narja Narja Narja is another Combatant that can substitute for Rei to provide Chizuru's healing and damage increase per hit with Voracity. She can also further reduce your cards' cost, ensuring a continuous rotation.

Chizuru's build revolves around stacking hits for Shadow of the Moon with multiple Tsukuyomi cards while reaching the maximum Bind stack as soon as possible. To have a good balance between stacking hits and reaching maximum Bind stacks, we recommend that you have one of your Tsukuyomi duplicates utilize the upgrade that provides more Wisps when using Chizuru's attack cards.

With the improvements to the Bound at Dusk card and the Inhibit effect, these have now become staples of Chizuru's kit and are extremely potent in keeping your rotation smoother. This, together with the reduced cost of Karmic Flames's 5th Epiphany and Oni Hunt's upgrade epiphany, further ensures that you get your maximum Bind stacks as fast as possible.

Rei's cards and epiphanies should focus on buffing Chizuru's Shadow of the Moon card to deal more damage per hit while helping out with deck cycling. We recommend that you look to copy Dark Condensation or Snack Time for more damage or card draw.

Cassius's epiphanies should allow him to draw cards for free and generate offensive quest cards to further assist with Will-O'-Wisp stacking. We recommend to utilizes multiple copies of Joker or Shuffle for superior control of what cards to play.

Chizuru's best partner is Itsuku as she can provide more attack stat passively. She also boosts the damage of stacking cards and deals fixed damage after using attack cards that hits 3 or more. Her ego skill gives Chizuru +50% damage amount for 1 turn and can combo well with Shadow of the Moon once it is buffed enough with enough hits.

Chizuru wants Equipment that adds more damage amount to further enhance the potency of her multi-hit attacks. With the new Zero System upgrades, obtaining Intellect of Discord with the frequent spawn of Senectus is easier than ever. This weapon will give you a straight 18% Attack increase, which directly scales off your base Attack.

You also want to obtain more damage with your Armor and Accessory slots, so obtaining Fairy King's Crown for the flat 6% Critical Chance increase and Amorphous Cube for the additional +25% damage is ideal.

Shadow of the Moon Recommended Combo

As discussed, this build revolves around stacking hits across multiple turns, then buffing the build's damage amount as much as possible before using it to deal massive amounts of damage to a single-target. Here is a sample of the basic team rotation:

  1. Apply Karmic Flame to one of the enemies to apply Cursed Shackles and obtain Shadow of the Moon. This enemy will become your primary target to gain Will-O'-Wisps.
  2. Activate all of Rei's and Cassius's Upgrade Cards to thin your deck. Use their other cards to buff Shadow of the Moon, draw more cards, and obtain additional Will-O'-Wisp stacks.
  3. Use Tsukoyomi every chance you get. Once you have reached Bind 5 on your Shadow of the Moon+ card, prepare to cast it regardless of how many additional hits you were able to apply
  4. Ensure that you stack every available buff before casting the Shadow of the Moon+, including Itzuku’s Ego Skill if available.

Inhibit Will Prevent AP Recovery from Combatant Mechanics

With the Season 2 balance patch, Chizuru can now obtain AP through direct card effects even under the Inhibit debuff, but she still will not benefit from AP gain from character mechanics such as Mika's Wave. That said, it is still a very good change in her kit since she can now benefit from Divine Epiphanies with AP gain or other Combatants that can directly give the team AP through cards.

Always Use Tsukuyomi to Start Stacking Hits

Even if you don't have Sword of the Moon in your hand, draw pile, discard pile or exhaust pile, it will still keep track of all the added hits given by Tsukuyomi and will apply to future Sword of the Moon when it is created after.

Hit Enemies Multiple Times to Gain Will-O'-Wisp Stacks

Chizuru's Karmic Flames inflicts Cursed Shackles to one enemy making it possible to get 1 stack of Will-O'-Wisp for every 1 instance of damage the enemy receives. For example, if an ally has an attack that hits twice, Chizuru will gain 2 stacks of Will-O'-Wisps.

Chizuru's Own Attack Cards Can Stack Will-O'-Wisp

The in-game tooltip implies that Cursed Shackles will only work on ally attacks however, Chizuru's attacks will still stack Will-O'-Wisp per hit.

it makes you, with the right epiphany, use what would otherwise cost you 5 AP each turn. There's also another one that activates 2 LEAD cards that can be very AP-expensive, and 2 of the other combatants' Cards, and that's way before the turn starts, making them automatically have "Haste" without being stated otherwise. It helped a lot to have a near Draw-only deck of Veronica when I paired her with 1 no-cards unit, and 1 chizuru save-file with more than 5 replayable cards.

I really think Bound at Dusk is really useless as all the cards are very AP hungry
