Veronica's best build focuses on giving the party 0-cost draw 2 cards with multiple copies of Repose and Sir Kowalski while providing end of turn free damage with her ballistas. She can fit in any team that lacks card draw thanks to her ability to have positive card draw and the amount of upgrade cards she has that can thin the deck after use.
After the February 4 Patch, she is best suited with the 4/2 set consisting of Glory's Reign which provides the party 15% multiplicative damage after creating or exhausting 3 skill cards with exhaust tag and Executioner's Tool to further enhance her ballista damage and shield gain.
Her favored chaos zone in Season 2: Seed of Karmic Fire is Burning Life to get her best equipment such as Pale Eternal Flame for a 10% multiplicative damage buff to the party after exhausting a card. Vine Lord's Mask to get a shield after drawing an exhaust card and Sphere of Randomness to obtain 1 AP and draw 1 at battle start while providing 10% max HP boost but you can only obtain this from Senectus.

As of the February 4 Patch, Veronica's best team is Mei Lin and Rei. Her role in this party is to provide more passion cards to fuel Rising Dragon Spire while trying to get all of Mei Lin and Rin's cards using her draw. Rei will provide damage buffs to the party especially on Mei Lin while providing heals and can possibly thin the deck and provide more card draw.

Hugo can substitute Rei as a Sub-DPS. He can profit off of Mei Lin attacking multiple times per turn so that he can follow-up with his Commence the Hunt however what he lacks is damage buffs and healing but he can provide more draw. |
 Selena
|
Selena can substitute Rei as a Sub-DPS. She can provide more passion cards for Mei Lin and gain more hits for her Rising Dragon Spire and also follow-up damage with mark for each strike. She doesn't have any healing but can still draw albeit at a lesser degree than the rest of the characters mentioned. |
 Cassius
|
Cassius can substitute Rei as a Support. He can provide morale buffs for Mei Lin alongside card draws, healing and the ability to pick specific cards. However, he is limited thanks to the adjustments made on Season 2 Balance, making him slightly less useful than others. |

As of the release of Season 2, Veronica's best cards stays the same with a few changes. As always, the choice of epiphany for Repose and Sir Kowalski must always be draw 2 with the least amoung of AP cost.
Her choice for Firing Preparation is the epiphany that creates Giant Ballistas to cover for AoE damage. Thanks to the changes made in save data limits, you can remove both Pendant of Resolution and Bombardment Prep to reduce deck size and get better deck cycling.
You must get Spore Harvester for Veronica so that she can activate the effects of her equipment and memory fragment and can also add more damage as she can play it for free every turn.

Mei Lin needs to have epiphanies that helps fuel her Rising Dragon Spire to stack a lot of hits when a passion card is used. Just make sure that before you start doing it, Rising Dragon Spire is in your hand and Spirit of Aromata is played before everything else.
As for Rei, she still wants the build that focuses on buffing 1 AP or less cards with her additive buffs while having access to heals and draws with the new cards Ebony Lumen that activates when exhausted for a free 3 card draw.

Rosaria is the best partner for Veronica as she can boost her extra attack damage and a chance to give her party more morale for every upgrade or skill card. Her ego skill is also a great way to have an emergency draw 1 card if you ever need it, just make sure that all of your upgrade cards is played so you get the regular draw effect.

With the new release of some memory fragment sets, Veronica's best set is Glory's Reign for a 15% multiplicative damage boost for the party after exhausting or creating 3 exhaust skill cards while Executioner's Tool will enhance her critical damage to boost her ballistas.

For both main stats and substats, aim for Passion Damage, Critical Chance, Critical Damage, and Extra Damage. Critical Chance is much preferred over Damage at the start, especially with the Executioner's Set immediately giving us Damage, and we'll want more crit chances to trigger critical strikes in the first place.

After the February 4 Patch, her best equipment can only be found on Burning Life. Pale Eternal Flame for a 10% multiplicative damage increase to all allies after exhausting a card. Vine Lord's Mask to get a fixed damage after drawing a card with exhaust and lastly Sphere of Randomness that can only be obtained as an enemy loot drop from Senectus.
For the refinement, Veronica is focused on drawing cards for her allies and the best for her are all about activating and drawing exhaust cards that will help her with activating the Glory's Reign set as early as possible.

If you aren't able to get the best, you can settle for these equipment that can be found in any chaos zone. Second Method gives a +35% additive damage to her ballistas and it is active all the time. Titan Combat Suit provides a heal after getting hit once per turn and Amorphous Cube gives a permanent +25% additive damage on everything.

Draw Cards Using Repose
Veronica's strongest card, Repose, makes her fit in any team that lacks any card draw. If you have the 0-cost epiphany of Repose, it is a free card that draws 2 card from other combatants. Do note though that she can't draw her own cards so a few draw cards from other party members or Sir Kowalski can fix this issue.
Remove Firing Preparation For More Hand Space
After the Season 2 release which changed the rules for save data, you can delete more from her deck. If your team wants the extra space in your hand that the ballista might've taken or you do not want the ballista to deal damage on the enemy every turn then you can remove this instead for a +20 faint memory on your save data. Do keep that in mind.
