Khalipe is an AP-heavy AoE damage dealer and shielder but the Celestial tag enables her Vulture Ejection card to be activated by another 2 or more AP card at no cost. Mika helps with AP generation while Haru can help trigger Khalipe's Celestial cards using her 2-cost Anchor Shot.

The best team for Khalipe are Mika and Haru due to their ability to recover AP and use 2-cost Cards respectively. To make full use of Khalipe's kit, you will need a good source of AP recovery as her best cards have high Energy costs that you will need to meet in order to utilize her setup.
Mika is the best support for both healing and gaining AP which Khalipe lacks, while Haru should cover Single-target Damage for the team with the use of her 2-cost Cards that synergizes well with Khalipe's Celestial effects.

The most important cards for Khalipe are the Vulture Ejection and Greatsword Aquila as this will be your main way of dealing AoE damage throughout the fight. Once you have Vulture Ejection, keep it in your hand and start spamming 2-cost cards and Greatsword Aquila to trigger the Celestial effect and gain Silver Veil stacks.
Overpower is great for dealing Tenacity Damage and we highly recommend getting the Epiphany for applying Vulnerable and Weaken to further enhance the card's capabilities. Lastly, Rally with a Celestial tag pairs well with Vulture Ejection to gain more Shields and possibly draw another copy of Vulture Ejection.

As for your teammate's Epiphanies, Khalipe does not need them entirely but can still be good to have for maximizing her build. Take Whirlpool epiphany with the Wave buff to provide you with more AP for using 2-cost Cards.
As for Haru, her upgraded Anchor Shot, which creates additional copies of the card, is essential for increasing opportunities to trigger Khalipe’s Celestial cards. Haru’s Charge Energy and Lift Anchor both have Retain, which synergizes with Khalipe’s Overpower by providing more shield based on the number of cards in your hand when it’s played.

The best partner for Khalipe is Zeta since his partner passives provides us with more Defense-based Damage that aligns with Instinct characters and possibly draw Vulture Ejection with his Ego Skill.

The optimal Memory Fragment combination for Khalipe pairs the Instinctual Growth and Tetra's Authority sets, granting increased Instinct damage and additional defense, respectively. Remember to cast Khalipe's skill first to benefit from the damage increase provided by Instinctual Growth. For the main and substats, aim for Instinct Damage, Defense, Critical Chance, and Critical Damage.

For Khalipe's equipment, we recommend getting Sun-Setting Bow to increase the damage of her 2-cost or more cards by 30%. Fairy King's Crown is used to consistently increase her Critical Chance, while Verdant's Shackles helps in boosting her Attack and Defense.
Do note that these equipment can be obtained from the Swamp of Judgement Chaos area, which you can unlock by progressing the Chapter 4 Story missions.

Khalipe's card setup is pretty straightforward as you want effectively make use of Vulture Ejection's Heaven/Retain effect. Do note that we want to avoid using Vulture Ejection directly as it costs too much energy and we need to Retain it in your hand to use it for free with the 2-cost Card you are using. The rotation is as follows:
If you have the Greatsword Aquila epiphany with Retrieve 3, you can keep spamming the card to continuously deal AoE Damage. Just make sure that Mika can keep up with the AP costs and you have Vulture Ejection in your hand to maximize the damage output.
