Khalipe's best build focuses on duplicating a lot of Vulture Ejection to deal more AoE damage, gain more shield and activate Silver Veil more frequently. Since her kit revolves around using high AP cost cards, she is best paired with characters that can activate Celestials with their own high cost cards.
She is best suited with the 4/2 set consisting of Line of Justice for more critical chance when her 2 or more AP cards activate and Tetra's Authority to get more defense stat for her shield and damage to all her defense-based attack cards.
Her favored chaos zone is Swamp of Judgment to get her best equipment such as Dagger That Tricked The Shadow for a 12% critical damage buff. Fairy King's Crown to get a 6% critical chance to her attacks and Verdant Shackles to get the best of both worlds of getting an attack and a defense buff for more damage and shield gain.

Narja
|
As of Season 2, Khalipe's best team is Nine and Narja. Nine's job is be the main DPS of the team, capable of dealing high single-target damage while providing the party sufficient shields and can activate Khalipe's Vulture Ejections.
Narja, on the other hand, can buff the defense-based attacks of both Nine and Khalipe while providing heals through Voracity and more damage buffs with Predation.

The most important cards for Khalipe are the Vulture Ejection and Greatsword Aquila as this will be your main way of dealing AoE damage throughout the fight. Once you have Vulture Ejection, keep it in your hand and start spamming 2-cost cards and Greatsword Aquila to trigger the Celestial effect and gain more Silver Veil stacks.
Lastly, Rally with a draw a Celestial card pairs well with Vulture Ejection to gain more Shields and draw another copy of Vulture Ejection.

Nine's build in this team is to provide shields to the team while dealing damage through constant activation of Hew (Ironclad) by using Fighting Spirit. For Counterblade, you want the epiphany that also increases the shield gain for her cards while gaining Honed Edge. The rest of her cards can be removed.
Narja wants epiphanies that buffs her allies with defense-based attacks and this can be achieved by Bottomless Hunger and Domain of Voracity. As for Voluntary Control, make sure to pick the improved version of the base card which gives more Voracity and Predation stacks. As for the rest of her cards not mentioned, it is better removed for better deck cycling.

The best partner for Khalipe is Zeta since her passive provides her with multiplicative defense-based damage that aligns with Instinct characters and possibly draw Vulture Ejection with her Ego Skill. As of the Season 2 Balance, she also gets a defense stat boost for Khalipe.

The best Memory Fragment combination for Khalipe pairs the Line of Justice and Tetra's Authority sets, granting increased critical chance for 2 or more AP cards and additional defense, respectively so that she can deal more damage and provide more shield to the party.

For both main stats and substats, aim for Instinct Damage, Defense, Critical Chance, and Critical Damage. Defense is much preferred over Damage as all of her attacks scales off of her defense. Giving her more critical chance and critical damage is also good so that she can deal more damage.

Khalipe's best equipment can only be found in Swamp of Judgment with Dagger That Tricked The Shadow giving her 12% more critical damage for all of her attacks. Fairy King's Crown for a 6% critical chance buff. Verdant Shackles so that Khalipe can gain both attack and defense stat for a higher damage boost and more shield gain.
As for refinements, this build can easily block most enemy attacks therefore it is best to have the refinement that boosts the damage of attacks by 10% multiplicatively after you block all attacks on the previous turn. Another significant refinement is the 30% multiplicative damage buff as long as you have 18 or less cards at the start of battle.

If you aren't able to get the best, you can settle for these equipment that some can be found in any chaos zones inside shops. Obsidian Sword to boost the damage amount of her attack cards. Titan Combat Suit for a heal after getting hit once per turn and The Golden Rule gives a permanent +20% additive damage and shield gain to all her cards.

Khalipe's main goal is to have her or someone else use a 2 AP or more card to activate her Vulture Ejection. That's all her gameplan but thanks to the retain tag, she can hold it off for a few turns. Here are the steps to execute this combo:
If you have two or more Vulture Ejection in hand and you use one card that costs 2 AP or more, it will activate all the Vulture Ejection in your hand at once from left to right.
When a 2 AP cost or higher card was activated to bypass its cost, it will be considered as a 0 AP card therefore it will not activate the celestial effect of Vulture Ejection. Make sure to spend 2 AP or more to play a card so you can activate Vulture Ejection.
