Khalipe's best build focuses on duplicating a lot of Vulture Ejection to deal more AoE damage, gain more shield and activate Silver Veil more frequently. Since her kit revolves around using high AP cost cards, she is best paired with characters that helps gain more AP.
She is best suited with the 4/2 set consisting of Line of Justice for more critical chance when her 2 or more AP cards activate and Tetra's Authority to get more defense stat and damage to all her defense-based attack cards.
Her favored chaos zone is Laboratory 0 to get her best equipment such as Mutant Predator Spike for more damage buff if there are 4 more cards in your hand. Wings of Freedom to get increasing 10% damage buff after getting hit for a total of 3 times and Nerve Hacking Module for additional damage amount and shield gain after playing two forbidden cards from her or her party member.

The best team for Khalipe are Mika and Haru due to their ability to recover AP and use 2-cost Cards respectively. To make full use of Khalipe's kit, you will need a good source of AP recovery as her best cards have high energy costs that you will need to meet in order to utilize her setup.
Mika is the best support for both healing and gaining AP which Khalipe lacks, while Haru should cover single-target damage for the team with the use of her 2-cost cards that synergizes well with Khalipe's Celestial effects.

The most important cards for Khalipe are the Vulture Ejection and Greatsword Aquila as this will be your main way of dealing AoE damage throughout the fight. Once you have Vulture Ejection, keep it in your hand and start spamming 2-cost cards and Greatsword Aquila to trigger the Celestial effect and gain more Silver Veil stacks.
Lastly, Rally with a draw a Celestial card pairs well with Vulture Ejection to gain more Shields and draw another copy of Vulture Ejection.

As for your teammate's Epiphanies, Mika must have all the epiphanies that provides more wave gain so that she can provide more AP for the team while Haru's build should entirely focus on her dealing as much single-target damage as possible. Do take note that if Haru has Manifest Ego 2, she can still activate celestial cards even at 0 AP although only applicable for Anchor Shots.

The best Memory Fragment combination for Khalipe pairs the Line of Justice and Tetra's Authority sets, granting increased critical chance for 2 or more AP cards and additional defense, respectively.

For both main stats and substats, aim for Instinct Damage, Defense, Critical Chance, and Critical Damage. Defense is much preferred over Damage as all of her attacks scales off of her defense. Giving her more critical chance and critical damage is also good so that she can deal more damage.

Khalipe's best equipment can only be found in Laboratory 0 with Mutant Predator Spike giving her 30% more damage for all of her attacks as long as you have 4 or more cards in hand. Wings of Freedom for 10% more damage each time your team gets hit up to 3 times.
Nerve Hacking Module for a total of 40% additional damage and shield gain as long as Khalipe or her team plays two forbidden card. Do take note that this effect only applies to the wearer and lasts for the entire battle after playing two forbidden cards.

If you aren't able to get the best, you can settle for these equipment that some can be found in any chaos zones inside shops. Obsidian Sword to boost the damage amount of her attack cards. Incomplete Carapace for shield if you have 5 or more cards in hand at the end of turn which is easily achievable by her but can only be found in Laboratory 0 and Amorphous Cube gives a permanent +25% damage to all her attacks.

Khalipe's card setup is pretty straightforward as you want effectively make use of Vulture Ejection's Heaven/Retain effect. Do note that we want to avoid using Vulture Ejection directly as it costs too much energy and we need to Retain it in your hand to use it for free with the 2-cost Card you are using. The rotation is as follows:
Khalipe's entire gameplan is to use her Vulture Ejection as much as possible. When building her, you only need to duplicate her Vulture Ejection as she can activate multiple copies of it at the same time with one 2 or more AP card.
