Haru's best build focuses on playing Anchor Shots multiple times using duplicate copies of Anchor Pointer in one turn to deal massive single-target damage as it ramps up in damage for every use. Haru consists of high AP cost cards in exchange for dealing consistent single-target damage which makes AP recovery or card discounts much more needed for her. However, with Narja in the team, Anchor Shot can cost 0 AP for the entire turn.
After the February 4 Patch, Haru's Anchor Shot becomes more potent as it can stack up to 10 times now and has more damage scaling in total. This makes multiplicative damage buffs such as Vulnerable, more important for her as it can amplify its damage a lot.
She is best suited with the 4/2 set consisting of Beast's Yearning to get a 30% multiplicative damage for 5 attacks per turn and Executioner's Tool to enhance the critical damage of Haru's Anchor Shots.
Her favored chaos zone is City of Mist to get her best equipment for the Seed of Karmic Fire season such as Foggy Crystal Ball for 40% multiplicative damage when using 0 AP cost cards. Regenerative Ribcage for a 12% max HP boost and Flower of Dead Souls for 20% multiplicative damage for attacks after the first attack card used in every turn.

Haru's best team is now Narja and Veronica where the gameplan is Narja reducing the cost of Anchor Shot down to 0 AP and providing additive buffs to Haru while Veronica ensures that the team has enough card draw to cycle through the deck and execute the combo in one turn.

Khalipe can replace Narja as a Sub-DPS as she has access to celestial cards which makes Haru's Anchor Shots an activator for Vulture Ejections. She also has shields to help the team survive attacks and AoE attacks that Haru lacks. |
Orlea

Orlea can replace Narja or Veronica as the team's Support. She offers heals and multiplicative damage buff thanks to Softie and Vulnerable infliction however she doesn't have innate draws. |
Magna
|
Magna can replace Narja as the team's Sub-DPS. She offers more shields, and provides additional counterattacks. She can also provide vulnerable to the enemies which makes Haru's Anchor Shots much more potent. |
Nia
|
Nia can replace Veronica as another Support for Haru as she can utilize the Eternal Hunger combo. However, as of Season 2, Forbidden cards cannot be used in Seed of Karmic Fire content. |
Mika
|
Mika can replace Narja as another Support for Haru as she is very easy to play and does not consume much AP, so you can reserve your AP for Haru. You can also take advantage of her Repose to potentially draw Haru's cards. |

Haru's best build revolves around cycling and using Anchor Shot continuously to deal increasing high single-target damage. Anchor Point, upgraded with the Critical Chance buff (for increased damage potential) is highly recommended. Critical strikes are highly valued especially to characters that has high damage multipliers to their card and this epiphany can help Haru get more chances of hitting critical chance.
With the recent changes in save data after the February 4 Patch, it is best to remove Power Charge because non-starting cards does not cost any save data points anymore. This will help you reduce your card counts and increase the chance of you getting the desired duplication card target.
For Charge Energy, you can choose either the first epiphany that boosts all of Haru's attacks by 40% for 1 turn or the 70% additive damage for every card in hand when played, both are viable choices.

Veronica is simple enough that you only need copies of Repose and Sir Kowalski for her to work while the rest are upgrade cards that will leave the deck once used which will thin your deck for better card cycling.
Narja, on the other hand, wants specific epiphanies such as Bottomless Hunger that decreases the cost of two cards by 1 AP and Voluntary Control with the upgrade epiphany that selects an attack card and gives your team 1 Predation stack every time it moves to your hand which is a great target for Anchor Shot.

After the February 4 Patch, Scarlet is now the best partner for Haru as she has 20% multiplicative damage as long as you use Haru's attack cards in sequence of each other so that you won't lose focus stacks that Scarlet provides.

The best Memory Fragment set for Haru in this build combines the Beast's Yearning and Executioner's Tool effects. This combination grants a 30% multiplicative damage for 5 attack cards per turn and 25% Critical Damage, respectively.
In this build, Haru's Anchor Shot will always be at 0 AP and the only memory fragment that can use those high damage multipliers 0 AP Anchor Shots is Beast's Yearning.

For both main stats and substats, aim for Justice Damage, Critical Chance, Critical Damage and Attack. Haru's damage relies heavily on dealing crit damage so you should focus on giving her as much critical chance as possible without neglecting the other stats such as critical damage and attack.
As for her last potential node, she requires a total of 1000 attack for another 10% to her anchor shot which is hard to reach even with optimal levels and substats. It is best to focus on critical chance and critical damage instead of aiming for it.

Haru's best equipment for Seed of Karmic Fire season can only be found in City of Mist which consists of Foggy Crystal Ball for 40% multiplicative damage for 0-cost AP cards. Regenerative Ribcage for the 12% max HP. Flower of Dead Souls for 20% multiplicative damage to all her attack cards after using her first attack card every turn.
As for refinements, what you want are cards that boosts the damage of attack cards multiplicatively. You can also pick the refinement that increases the critical chance of that card when targeting an enemy with Vulnerable if you can.

If you aren't able to get the best, you can settle for these equipment that some can be found in any chaos zones inside shops. Obsidian Sword to boost the damage of all her attacks by 16%. Titan Combat Suit for extra healing after getting hit once every turn and Amorphous Cube gives a permanent +25% damage to all her attacks.

Haru can dish out high single-target damage but requires a lot of AP to use due to how her Anchor Shot costs 2 AP. Thanks to Narja, she can reduce its cost to 0 AP for 1 turn and can be reused again with Anchor Pointer with minimal AP usage. Here is the steps you need to execute the combo:
Given how Haru's cards has high damage multipliers, make sure to use multiplicative buffs to significantly increase its damage. Having an epiphany or neutral card that can inflict vulnerable will further boost Haru's damage.
Another interaction that makes Narja a worthwhile partner for Haru is between Voluntary Control and Anchor Shot where each move of it will provide you 1 stack of Predation that will increase Haru's damage even if it is an additive damage buff.

my favorite unit so far, it's preferable to pick discard card or combo+1 hit on anchor shot, my haru is lvl50 and deal like 2k-4k anchor shot each time
