Currently, you can only level your combatants and partners at the maximum level of 60. Beyond, difficulty level 7 is where the boss starts to hit hard and has more health requiring more precise save data from your characters or interacting with the boss mechanic to win the fight.

Difficulty 7 and below will always give you 1 Shards of Condemnation while Difficulty 6-7 will have a chance to get another one. Defeating Judas on Difficulty 8 and above will guarantee you 2 Shards of Condemnation instead. Therefore, if you are having difficulty defeating him, you can lower it up to Difficulty 8 so you can still get the highest amount of Shards of Condemnation possible.
Unlike Shards of Condemnation, the rest of the rewards will increase as you tackle higher difficulty with Difficulty Level 10 giving you the highest amount.
Judas can stack an effect called Fist of Condemnation infinitely and will use 5 stacks on the next turn to deal a heavy attack to your party. In Phase 2, this effect will change to him using Fist of Condemnation immediately if he has 5 stacks, then reducing it by 5 until he has less than 5. This means that transitioning to Phase 2, he can use multiple Fists of Condemnation if you stacked a lot of them in Phase 1.
Judas will gain stacks of Fist of Condemnation per card use after he is done with his action. However, in Phase 1 he will stop gaining it if he becomes Ravaged, and in Phase 2 he will stop stacking it after using all of his Fist of Condemnation.
His other source of Fist of Condemnation is by gaining 1 stack at the end of the turn. This is the same effect, only with a different name, in Phase 2.
Judas will start gaining Fist of Condemnation stacks after he is done acting for that turn. Even if you have cards to play it is better to skip your turn after he acts so that he won't be able to use his powerful attack.
Judas will not gain Fist of Condemnation stacks in two ways. First is after he is ravaged, and for that turn he won't gain any. Another is when he is about to use his Fist of Condemnation in Phase 1, as he will have an infinite action count, or in Phase 2, where he will use it immediately and then stop gaining stacks after.
There are a few select cards you can counter Judas with to make him easy to deal with. You can use action count increasing cards such as Rally or Wanderer of the Void to completely shut down his Fist of Condemnation mechanic, letting you play a lot of cards for 1 turn and killing him.

Beryl can easily demolish high difficulty Judas without any help from Wanderer of the Void or Rally. She is a Justice character therefore, attacks from her is amplified against Judas. She only need to play her Opening Found and Heavy Weapons Specialist every turn then she can end the turn without worry to deal massive damage against him before he even acts.
Cassius and Rei are in charge of micro-healing the party, draw and Morale buffs so that Beryl's extra attacks are more deadly.

This team requires you to keep watch on Judas' Fist of Condemnation stacks, especially in the first phase, to not get overwhelmed by his attacks. For the first phase, you only need to do setups, use all of your upgrade cards, and slowly damage him with Mei Lin's basic cards. Once he is about to die, make sure that your team is ready so you can use Rising Dragon Spire against him once he instantly goes to Phase 2 to instantly kill him.
Veronica's job in this team is to provide card draw to help cycle through the deck much faster and help fuel Rising Dragon Spire. Narja will help heal some HP during the early phases of the boss and significantly buff Mei Lin's damage.
You can use any team composition even at the highest difficulty for Judas as long as any of your party member has access to Wanderer of the Void or Rally. These cards completely shuts him down and allows you to use teams that were otherwise countered by his effects so you can combo him with triggering his Fist of Condemnation.
You can unlock his Simulation weekly boss fight after you clear Act 1, Chapter 5, Episode 3, which requires you to be at least Captain Level 40 to access it.
